However, an immediate adjustment in the sewer service charge is
required to coincide with the V.C.S.D. increaseto prevent a
$98,000.00.deficit from occurring in. the Sewer and Drainage Fund
balance.

The City Council policy in the past has been to have-uniform rates
for the entire City for the same services, therefore, it is assumed
that any proposed interim rate adjustment would be applied City-wide
and not just to that area sewered by V.C.S.D.

Over eighty percent (80%) of all accounts in the City and eighty-
eight percent (88%) of the accounts sewered by V.C.S.D. are single
family homes. Therefore, an adjustment in the City.singl~ family
rate to equal the new V.C.S.D. single family rate would be logical.
This would increase the total sewer service fee paid from $9.50 bi-
monthly to $11.50, an increaseof $2.00 per billing period or a.
twenty-onepercent increase. Theincrease could be increased pro-
portionately for the remainder of the rate structure.

A sewer service charge of $5.75 per month, ($11.50 bi-monthly~ for
all residential users and proportionate increase for all other users
would yield an additional~$120,000 in revenue. The $22,000 over the
$98,000 required for the V.CoS.D. increase would offset a portion
of the projected operating deficit next year.

Also, it should be kept in mind that the City must reimburse the
V.C.S.D. rate~ therefore, any rate set by the City atless than
$11.50 bi-monthly wou-ld require the City to pay more' toV.C.S~D~
than was being collected.

The chart below compares the current City of Pleasanton sewer service
fee schedule with an interim schedule that would set the single
family rate in Pleasanton at the new V.C.S.D. rate:

Current.
