Dave Freeman <br /> <br />Director of Housing and Community Development <br />Traffic Advisory Committee <br /> <br />Alan Campbell, Arnold Eaton, Don Sooby, Dave Freeman, Ken Lamb and <br />I met to discuss the Traffic Advisory Committee. We discussed the <br />Traffic Committee's current operation in light of the Traffic Com- <br />mittee Ordinance, (Section 5-1.28) evaluated it's operation in <br />view of the present and future problems and discussed the need <br />for it's continuation. <br /> <br />Summa~f <br /> <br />Participation by members of the City staff has been the <br />predominant factor. Members of the City staff have not <br />brought a unified position to themeetings, but have dis- <br />cussed and voted on items as individuals. (Eleven of the <br />fifteen present members are City staff, or members of the <br />Council or Commissions) <br /> <br />The committee involves itself in discussion and decision- <br />making on specific traffic control devices at specific loca- <br />tions, rather than on matters of policy and/or the areas <br />outlined in the Traffic Ordinance. <br /> <br />There is a need for a comprehensive study of all Traffic Safety <br />activities in the community and the preparation of a "General <br />Plan." The Plan should describe a progran that will coordinate <br />all Traffic Safety resources, and propose such additions as <br />appropriate. The present traffic committee is not meeting this <br />need. <br /> <br />It was the concensus of the staff that: <br /> <br />An ad hoc committee be appointed by the City Council, consisting <br />of five public members, none of whom are members of the City <br />to: <br /> <br /> a. Prepare an inventory of resources in traffic safety; <br />b. Evaluate all traffic safety activities in the community; <br /> <br /> <br />
