ficial lining to prevent vertical and lateral hydraulic <br />migration of leachate would create an impermeable deposit <br />near the land surface. <br /> <br />Since no mention of any of these factors being present in the <br />"Q" designated areas within the Amador-Liverore Valley is made <br />in the Draft Plan, that Draft Plan's environmental constraints <br />section is inadequate. And, since the Draft EIR adopts the <br />Plan's environmental analysis, it too is inadequate. <br /> <br />For the abo've reasons alone, Pleasanton is. opposed to any <br />landfill operations undertaken in. the quarry areas of the <br />Amador-Livermore Valley. <br /> <br />Landfill Standards - The adopted standards for sanitary landfills <br />of each type allows for artificial barriers to be used to contain <br />the leachate. Pleasanton recognizes that 'these standards must <br />be general and recognizes that artificial barriers can be used <br />effectively with landfill operations. Nonetheless, no arti- <br />ficial barrier can be said to be completely free from possible <br />failure and, thus, Pleasanton feels some standard dealing with <br />the magnitude of environmental damage due to failure of arti- <br />ficial barriers be incorporated into the standards for locating <br />sanitary landfills. Pleasanton sees a significant difference <br />between the degree of environmental harm if failure causes <br />degradation of groundwater used solely for irrigation or if <br />failure causes degradation of a municipal water supply. <br /> <br />Location of Sites visa vis Other Uses - The Draft Plan calls <br />for the protection of potential sites from encroachment of <br />incompatible land uses. Pleasanton feels that in addition, <br />the Draft Plan should include a statement of policy which would <br />protect other uses from the encroachment of sanitary landfill <br />operations. Since Alameda County's LAFCO'sets what it feels <br />are the ultimate boundaries of urbanization for a City, Pleasantgn <br />feels that if landfills are kept outside these boundaries, there <br />should be little chance of incompatible land uses. <br /> <br />Recommended Changes <br /> <br />In order to include the above considerations ih the Draft Plan, <br /> Pleasanton recommends the following changes be made to the <br /> Draft Solid Waste Management Plan: <br /> <br />(1) <br /> <br />Change the "Q" designation on the map to reflect the actual <br />environmental qualities of the area. For those "Q" areas <br />located within the Amador-Livermore Valley, these areas <br />should reflect the environmental considerations listed <br />earlier which make these sites "unsuitable" according to <br />the preliminary suitability evaluation considerations. <br />Only then can "Landfill Sites-Policies" ~1, pg. VIII-2 <br />refer to these sites. <br /> <br />-2- <br /> <br /> <br />
