MEMORANDUM <br /> <br />October 7, 1975 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Honorable Mayor and Members of the City Council <br />Director of Planning <br /> <br />Comments on Solid Waste Management Plan and Draft EIR <br /> <br />Environmental Factors - Sanitary Landfills <br /> <br />There are several short-comings with respect to the Draft Plan's <br />environmental analysis of landfill sites. The first has to do with <br />the synthesis of the various environmental faStors into a generalized <br />"environmental constraints" map; the second concerns the lack of <br />any consideration toward the degree of risk should environmental <br />degradation unexpectedly occur; the third concerns the location of <br />sites visa vis other uses. <br /> <br />"Environmental Constraints" Map. The map used in the Draft <br />Plan is the same as the "Selected Physical Information for <br />Alameda County, California" map. Adopting this map for pur- <br />poses of the Draft Plan introduces the designation of "Q," or <br />quarry land, while nowhere does the Draft Plan's environmental <br />analysis consider quarries as different from other land. If <br />land on the map is designated "Q," analysis of that land for <br />sanitary landfill purposes should be undertaken. Otherwise, <br />the land should be designated according to its environmental <br />factors. <br /> <br />Because Of the continuing proposals to utilize played-out <br />graval quarries as landfill sites, a generalized environmental <br />discussion of these proposals should have been undertaken as <br />part of the Draft Plan and EIR. Pleasanton applauds the recom- <br />mendation that each proposed solid waste facility be subjected <br />to the EIR process but feels that a generalized analysis and <br />recommendation with respect to the gravel quarries in the Amador- <br />Livermore Valley should be contained in the Management Plan. <br /> <br />While the "Q" designation in the Amador-Livermore Valley does <br />not show the existence of any environmental constraints, a <br />cursory analysis shows these sites would receive an "unsuitable" <br />rating according to the preliminary suitability evaluation in <br />the following areas: (1) partially within flood-prone areas; <br />(2) partially within 1,000 feet of a water-supply stream (Arroyo <br />del Valle surface water feeds the Niles Cone water supply of <br />the A.C.W.D.); (3) partially within 500 feet of a lake utilized <br />for recreation (Shadow Cliffs); (4) within 1,000 feet of a major <br />groundwater basin recharge area; (5) bottom surface below the <br />ground water level; (6) soil permeability of greater than 2 <br />inches per hour; (7) located in an area underlain by unconsoli- <br />dated deposits and susceptible to severe shaking; and (8) arti- <br /> <br /> <br />
