II. Improved Cash Control Procedures <br /> <br />We have discussed with Pleasanton Garbage Service, methods whereby <br />the cash control procedures at the dump might be improved. Two <br />possibilities exist: installing a cash register and issuing pre- <br />numbered receipts to patrons of the dump. <br /> <br />The first possibility would require hiring one new fulltime employee <br />at the dump site. Presently, one man collects the dump fees and <br />directs the patrons to the appropriate dumping location. To do both <br />functions, a man must be fairly mobile. However, because the cash <br />register would be located in a fixed position, one man could no <br />longer perform both functions: collect fees and direct patrons. <br />Therefore, a second man would have to be hired, thereby increasing <br />the operational costs of the dump. <br /> <br />We, therefore, recommend the second possibility be adopted: issuing <br />pre-numbered cash receipzs to every patron. In so doing, we would <br />improve the cash control procedures at the dump while avoiding <br />increasing the dump's operating costs. <br /> <br />III. Dump Rate Schedule <br /> <br />The last matter investigated was that of improving the dump rate <br />schedule to more clearly delineate the rates levied visa vis the <br />type and amount of refuse dumped. Toward. this end Pleasanton Garbage <br />Service has submitted the attached revised rate schedule for City <br />Council review and approval. <br /> <br />Based upon the existing dump rates of 65¢ minimum and $1.25 per <br />cubic yard approved by the City Council, the rate schedule is divided <br />into two general categories: Special Rates and General Rates. <br /> <br />Under the Special Rates category are included the rates for auto- <br />mobiles as follows: <br /> <br /> Car trunk with lid closed $1.00 <br /> Car trunk and back seat $1.25 <br /> Station Wagon (Inside) $1.25 <br /> <br />Also included in the category are the charges for those refuse items <br />which require special handling or disposal. Examples of these items <br />are: <br /> <br />Water Heaters <br />Refrigerators <br />Tires <br /> <br />- $1.25 <br />- $1.25 <br />- .25¢ per tire <br /> <br />Under the General category are the rates which apply primarily to <br />trucks.
