HEMORANDUM <br /> <br />November 19, 1975 <br /> <br />TO: <br /> <br />FROM: <br /> <br />SUBJECT: <br /> <br />Honorable Mayor and Members Of the City Council <br />City Manager <br /> <br />Follow-up Report Re: Dump Rate increase <br /> <br />At the time the City Council granted the last rate increase to <br />Pleasanton Garbage Service, the staff was instructed to prepare <br />a further reporting regarding the following matters. <br /> <br />The feasibility of further increasing the dump rates to <br />generate a revenue surplus to be used to offset further <br />collection rate increases. <br /> <br />Implement improved cash control procedures at the dump <br />site. <br /> <br />Develop a more precise dump rate schedule to clearly <br />delineate the ratio levied. <br /> <br />This report sets forth our recommendations on each of the above <br />matters. <br /> <br />I. Increasing Dump Rates <br /> <br />As discussed, this matter would involve increasing the present <br />dump rates(currently 65¢ minimum and $1.25 per cubic yard) in <br />order to generate a revenue suL~lus. This surplus would be held <br />in a special account until such time as the expenditures of <br />Pleasanton Garbage Service increased to the point a further <br />collection rate increase would be necessary. At that point, the <br />surplus revenues generated previously at the dump would be used <br />to offset the increased expenditures, thereby reducing the increase <br />in the collection rates. <br /> <br />The staff would recommend against further increasing the dump rates <br />at this time for the following reasons: <br /> <br />1. Because financial data is not available from which to determine <br />when a further collection rate increase would be necessary nor by <br />what amount the collection rates might have to be increased, we <br />are unable to accurately make recommendations as to what amount <br />the dump rates should be increased in order to offset the future <br />collection rate increase. <br /> <br />2. A substantial dump rate increase at this time might have a <br />negative impact, i.e., discourage use of the dump (transfer station), <br />thereby reducing current dump revenues. <br /> <br />EXHIBIT <br /> <br /> <br />
