WHEREAS, the present guidelines provide a 45-day comment period <br /> <br />for the review of draft environmental impact reports; and <br /> <br />WHEREAS, said period can and should be reduced to no more than <br /> <br />30 days in order to expedite the environmental process; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES <br />RESOLVE AS FOLLOWS: <br /> <br />Section 1. Amends the provisions of the City's guidelines and <br /> <br />processing procedures for the review of projects by the <br /> <br />City of Pleasanton (Resolution No. 75-22) to provide that <br /> <br />wherever the term "Director of Housing and Community <br /> <br />Development" appears it shall mean the City Manager of <br /> <br />the City of Pleasanton or his duly appointed and designa- <br /> <br />ted representative. <br /> <br />Section 2. Section 5.5(b) (4) of the Guidelines and Processing <br /> <br />Procedures for the Review of Projects by the City of <br /> <br />Pleasanton, as set forth in Exhibit A to Resolution #75-22 <br /> <br />is amended to read as follows: <br /> <br />The draft EIR shall be filed with the City Clerk <br />and available for review by the general public <br />until a Notice of Determination is available. <br />The notice to affected agencies and to the public <br />shall indicate that comments must be submitted to <br />the Community Development Director within 30 days <br />of posting in order for said comments to be <br />evaluated in the preparation of the final EIR. <br />If any public agency or person who is consulted <br />with regard to a draft EIR fails to comment within <br />the time specified, it shall be assumed, absent a <br />request for a specific extension of time, that <br />such agency or person has no comment to make. <br /> <br />Section 3.
