Denies the appeal by Mr. and Mrs. Hall of the dete <br />tion to file a negative declaration for Z-76-15, a 48-uni <br />apartment complex located between and behind 4089 and <br />4067 Vineyard Avenue, on the grounds that the project <br />would not have a significant effect on the environment as <br />indicated pursuant to §§5.2 and 5.3 of the City's Environ <br />mental Impact Guidelines and Procedures; <br />Section 2. Recognizes that there is traffic congestion on Vinegar <br />Avenue in the area of the subject property and requests <br />the staff and Planning Commission to prepare a report <br />regarding the feasibility of changes of land use in the <br />area, changes in the Zoning Ordinance relating to parking, <br />and also request the Traffic Committee to investigate any <br />action which may be taken with respect to changing the <br />parking situation on Vineyard Avenue. Said report should <br />be submitted to the City Council no later than 90 days <br />from the adoption of this resolution. <br />ection 3.
