CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION N0. 76-42 <br />DENYING AN APPEAL OF AN ENVIRONMENTAL ASSESSMENT FOR <br />A MULTIPLE-UNIT HOUSING PROJECT DESIGNATED Z-76-15 <br />LOCATED BETWEEN AND BEHIND 4089 AND 4067 VINEYARD AVENUE <br />WHEREAS, the City of Pleasanton pursuant to Public Resources Code <br />§§21100, et seq., and Guidelines established by the <br />Secretary for Resources has adopted Environmental Guide- <br />lines and Procedures; and <br />WHEREAS, pursuant to said Guidelines and Procedures, private pro- <br />jects are to be evaluated to determine whether or not <br />an environmental impact report or a negative declaration <br />will be prepared, depending upon whether or not a project <br />has a significant effect upon the environment; and <br />idI-IEREAS, on January 27, 1976, Mr. Frank Auf Der Maur submitted <br />an application to construct a 48-unit apartment complex <br />within the City of Pleasanton;and <br />after consideration of the proposed private project, it <br />was determined that no significant impact would occur as <br />a result of the construction of the project and, thus, a <br />notice of intention to file a negative declaratirnz issued; ax <br />the required notice of intent to file a negative declara- <br />tion was posted and published in the Pleasanton Times <br />pursuant to §5.4 of the City's Environmental Impact Guide <br />lines and Procedures; and <br />REAS, on February 9, 1976, Mr. and Mrs. William F. Hall, pur- <br />suant to §5.4 (b) of the aforementioned Guidelines, <br />appealed the environmental determination; and <br />REAS, said appeal came before the City Council at its meeting o <br />February 23, 1976; and <br />EREAS, the City Council received a staff report dated February 17, <br />1976, to which were appended various documents relating t <br />
