CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 76-93 A RESOLUTION DENYING AN APPEAL FRAM THE DECISION OF THE CITY MANAGER THAT AN ENVIRONA2ENTAL IMPACT REPORT IS NOT REQUIRED FOR AN AMENDMENT TO THE GENERAL PLAN CIRCULATION ELEMENT FOR THE AREA BOUNDED BY HOPYARD ROAD, I-580, TA$SAJARA ROAD AND THE EXTENSION OF WEST LAS POSITAS BLVD., BETWEEN HOPYARD ROAD AND SANTA RITA ROAD WHEREAS, the City Council of the City of Pleasanton on February 9, 1976, adopted Resolution No. 76-27 (a Resolution adopting a revised General Plan); and WHEREAS, Section 4 of said Resolution directed the Staff to under- take a study of the area North of West Las Positas, East of Hopyard Road, West of Tassajara Road - 580 Interchange and South of I-580, in order to determine the appropriate traffic circulation pattern for said area; and WHEREAS, a committee was established consisting of Staff members and interested citizens in the area in question; and WHEREAS, a proposed amendment to the circulation element of the City's General Plan for the area bounded by Hopyard Road, I-580, Tassajara Road and the extension of West Las Positas Blvd. between Hopyard Road and Santa Rita Road will soon be considered by the Planning Commission of the City of Pleasanton; and WHEREAS, prior to the consideration of said General Plan amendmen the City Manager, pursuant to the provisions of Environ- mental Impact Guidelines and Procedures, evaluated the proposal in order to determine whether a negative declaration or an Environmental Impact Report was required; and WHEREAS, the City Manager determined that a negative declaration should be issued; and WHEREAS, this decision was appealed to the City Council pursuant to Section 5.4 (b) of said Environmental Impact Guide- lines and Procedures; and -1-
