CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br />RESOLUTION NO. 76-93 <br />A RESOLUTION DENYING AN APPEAL FRAM THE DECISION OF THE <br />CITY MANAGER THAT AN ENVIRONA2ENTAL IMPACT REPORT IS NOT <br />REQUIRED FOR AN AMENDMENT TO THE GENERAL PLAN CIRCULATION <br />ELEMENT FOR THE AREA BOUNDED BY HOPYARD ROAD, I-580, <br />TA$SAJARA ROAD AND THE EXTENSION OF WEST LAS POSITAS BLVD., <br />BETWEEN HOPYARD ROAD AND SANTA RITA ROAD <br />WHEREAS, the City Council of the City of Pleasanton on February 9, <br />1976, adopted Resolution No. 76-27 (a Resolution adopting <br />a revised General Plan); and <br />WHEREAS, Section 4 of said Resolution directed the Staff to under- <br />take a study of the area North of West Las Positas, East <br />of Hopyard Road, West of Tassajara Road - 580 Interchange <br />and South of I-580, in order to determine the appropriate <br />traffic circulation pattern for said area; and <br />WHEREAS, a committee was established consisting of Staff members <br />and interested citizens in the area in question; and <br />WHEREAS, a proposed amendment to the circulation element of the <br />City's General Plan for the area bounded by Hopyard Road, <br />I-580, Tassajara Road and the extension of West Las <br />Positas Blvd. between Hopyard Road and Santa Rita Road <br />will soon be considered by the Planning Commission of the <br />City of Pleasanton; and <br />WHEREAS, prior to the consideration of said General Plan amendmen <br />the City Manager, pursuant to the provisions of Environ- <br />mental Impact Guidelines and Procedures, evaluated the <br />proposal in order to determine whether a negative <br />declaration or an Environmental Impact Report was <br />required; and <br />WHEREAS, the City Manager determined that a negative declaration <br />should be issued; and <br />WHEREAS, this decision was appealed to the City Council pursuant <br />to Section 5.4 (b) of said Environmental Impact Guide- <br />lines and Procedures; and <br />-1- <br />
