where substantial improvements have not been performed <br />if the Council determines that the public health, safety, <br />and general welfare require such revocation of connec- <br />tions. The Assistant City Manager/Director of Public <br />Works, in consultation with the Chief Building inspector, <br />shall determine if substantial improvements exist which <br />would prevent revocation of an issued sewer connection. <br />The Assistant City Manager's determination shall include <br />but not be limited to, consideration of actual physical <br />improvements made to each building site for which a <br />sewer connection has been issued. Revocation of an <br />issued sewer connection shall occur when the holder of <br />the sewer connection has been advised, either orally or <br />in writing, of said revocation by the City Manager, or <br />his representative, and by tendering reimbursement of <br />the appropriate fees. The same revocation procedure <br />shall apply to any action of the Regional Board reim- <br />posing a connection ban upon the Sunol $TP. <br />Section 7. Administrative. The City Manager and the departments <br />under his control, together with the City Attorney's <br />office, shall be responsible for administering this <br />resolution. The City staff shall endeavor to give an <br />interpretation to the provisions herein which will most <br />nearly effectuate the intention of the City Council to <br />provide sewer connections on an equitable basis. <br />Section 8. Publication. The City Clerk shall cause a copy of <br />this resolution to be published in the Pleasanton Times <br />as soon as possible in order to insure greater dissemi- <br />nation of the allocation program set forth herein. <br />Section 9. Effective Date. This resolution shall become effec- <br />tive immediately upon the date that the Regional Water <br />-6- <br />
