CITY OF PLEASANTON
COUNTY OF ALAMEDA
STATE OF CALIFORNIA
RESOLUTION NO. 76-83
A RESOLUTION ESTABLISHING ON AN INTERIM BASIS, A
METHOD FOR ALLOCATING ADDITIONAL SINGLE FAMILY
DWELLING UNIT EQUIVALENT SEWER CONNECTIONS AT THE
SUNOL SEWAGE TREATMENT PLANT FOR PROPERTIES LOCATED
WITHIN THE SUNOL SERVICE AREA.
WHEREAS, the City of Pleasanton is served by two sewer service dis-
tricts - one being served by a plant belonging to the City
on Sunol Boulevard and the other by a plant belonging to
the Valley Community Services District north of the Arroyo
Mocho and east of I-680; and
WHEREAS, these separate service areas were first established by an
agreement between V.C.S.D. and the City on June 14, 1967,
as part of the implementation of a three stage phase-out
of the Sunol plant into the V.C.S.D. plant; and
WHEREAS, the phase out of the City's Sunol sewage treatment plant
(hereinafter referred to as either "plant," or "Sunol,"
or "Sunol STP") has been recommended in various sewage
studies since approximately 1958; and
WHEREAS, the Regional Water Quality Control Board, San Francisco
Bay Region (the agency charged with overseeing sewage
disposal plants) and its predecessor, have consistently
recommended and worked toward an eventual phase-out of
Sunol; and
WHEREAS, said elimination of the Sunol STP has been considered
desirable due to the fact that the original components of
the plant were constructed in 1911; the plant has been
added to and modified on a piecemeal basis but has never
been designed as a single entity; components of the plant
are difficult to acquire due to their "antiquity"; and
development has occurred east of and in close proximity
to the plant; and
