Financing Program #1. No final map shall be approved. and no building permit for a
new unit shall be issued, until all common infrastructure improvements listed in Table 1
for that sub-area plus all common infrastructure improvements for sub-areas listed
numerically earlier:

(a) have been completed by either the City or earlier developers:

(b) have been bonded for by one or more developers in conjunction with final
map improvement plans; or

(c) are under construction by the City.

Examt~le 1 A. Developer of Lot 4 wishes to proceed. No common improvements
have been undertaken. Developer of Lot 4 bonds for all improvements lis'ted in
Part l of Table 1 and construction proceeds. Developer of Lot 4 may or may not
be entitled to reimbursement, as described in Financing Program #20.

Example ] B. Owner of Lot 29 wishes to build one house on this' existing,
undeveloped lot. Owner will not be able to secure a building permit until all
infrastructure listed in Parts I, 2. 3, and 4 are assured qf construction.

Example 1 C Developer of Lot 18 wishes toproceed Part ] infrastructure has
been completed by, developer of Lot 4. Part 2 sewer infi'astructure is bonded for
by the developer of Lot 23. CiO' has let the contract for the Part 2 water
infrastructure. Developer of Lot 18 must bond for all Part 3 infrastructure, with
the.final map, as all Part 1 and 2 ir~fi'astructure has been completed has been
bonded for, or is under construction by the CiO,.

One of the objectives of the financing and phasing chapter of the Specific Plan is "to
establish a coordinated and efficient program of phasing infrastructure improvements
which allows private development, an elementary school, and a community park to
develop in as timely a manner as possible." Two exceptions to Financing Program #1
which further this objective are described below.

In general. the infrastructure improvements serving the Plan Area are extended from the
west, with full service achieved when the infrastructure reaches any Lot. In sub-areas
listed as Parts 1.2. and 3~ it is possible for full service to be provided to a westerlv end lot
without extending infrastructure completely through to the easterly end of that suit-area.
The City may allow partial extension of infrastructure through Parts 1, 2. and 3 if full
service is provided to the development and if the project's Specific Plan fees would not
be sufficient to extend the improvements completely through the sub-area. This would
enable timely development while keeping costs feasible by avoiding unnecessary,
reimbursement-eligible infrastructure extensions.

2
