MODIFICATIONS TO THE SPECIFIC PLAN <br /> <br />Over time the Specific Plan may be changed. In the event the modifications produce <br />changes to the Financing Program, they shall be incorporated into the Financing Program. <br />Examples include: additions or deletions to planned shared infrastructure improvements, <br />changes to the planned land uses, or adjustments to the areas included in the Specific <br />Plan. Modifications necessitating changes to the Financing Program shall follow the <br />basic principles outlined herein for accommodating changes to infrastructure <br />improvement cost assumptions. <br /> <br />Financing Program #21. Adjustments to the Financing Program caused by Specific <br />Plan modifications shall be prospective only. No developed property shall be required to <br />either pay more or be granted a refund as a result of Specific Plan modifications. <br /> <br />Financing Program #22. Adjustments shall be made following Specific Plan <br />modification and shall take effect immediately upon the effective date of the <br />modification. <br /> <br />ALTERNATIVE FINANCING PROGRAMS <br /> <br />This Financing Program is not intended to be the sole vehicle for payment/collection of <br />the Specific Plan fees nor construction of shared infrastructure improvements. Any <br />developer may propose an alternative mechanism for payment of its total shared cost <br />and/or construction of shared infrastructure improvements. Examples include: multi- <br />party agreements for construction of infrastructure or local assessment districts. Any <br />substitute mechanism, however, must conform to this Financing Program and the <br />Specific Plan in allocating cost shares, reimbursing prior developers, and other Program <br />specifics. <br /> <br />Financing Program #23. The City Council may approve alternative financing <br />mechanisms for any of the shared infrastructure improvements as long as said <br />mechanisms are consistent with the principles outlined in this Financing Program. <br /> <br />March 7, 2000 <br /> <br />14 <br /> <br /> <br />
