2)Each jurisdiction in the Urban County developed their own suitable for <br /> rehabil i tat ion data according to the following methodology: <br /> <br />Albany - Assumed that all substandard units were suitable for <br /> rehabilitation <br /> <br />Emeryville - Not Available <br /> <br />Livermore - Based on Windshield Survey conducted by Chief Building <br /> Inspector in September, 1976. <br /> <br />Newark - Not Available <br /> <br />Pleasanton - Not Available <br /> <br /> Union City - Based on exterior survey conducted in in conservation areas within city. <br /> <br /> Unincorporated Alameda County - <br /> Based on data from 1970 Census (Census Tracts, San Francisco-Oakland SMSA, <br /> PHC (1)-189). For occupied housing units constructed after 1939, 5~ of <br /> the sub-standard owner units, 25% of the sub-standard renter units, 10% of <br /> the standard owne;' units, and 25% of the standard renter units were considered <br /> suitable for rehabilitation. For occupied housing units constructed before <br /> 1939, 25~ of the sub-standard owner units, 10% of the sub-standard renter <br /> units, of the standard owner units, and 50% of the standard renter units <br /> were considered suitable for rehabilitation. For vacant units constructed <br /> after 1939, 25~ of the sub-standard tenter units, 20% of the standard owner <br /> units, and 50% of the standard renter units were considered suitable for <br /> rehabilitation. For vacant units constructed before 1939, 5~ of the sub- <br /> standard tenter units, and all of the standard owner and renter units were <br /> considered to be suitable for rehabilltatlon. It was assumed that there <br /> were no vacant sub-standard owner units in the Unincorporated County. <br /> <br />3)The total number of vacant units in each city except Union City was estimated <br /> by utilizing the overall vacancy rates for June 20-27, 1975 that were <br /> published in the most recent Postal Vacancy Survey. If a city had an <br /> overall vacancy rate of 1.5%, it was assumed that the number of occupied <br /> units (which was calculated above) was equal to 98.5% of the total number <br /> of units, and that the remaining units were vacant. <br /> <br />As no vacancy data was published for Albany, the vacancy rate for Albany <br />was estimated to be the same as Berkeley's (1.4%). The vacancy rate for <br />Union City (6.0%) was obtained from its 1975 Special Census. The number of <br />vacant housing units in the Unincorporated County was obtained from the <br />1976 Special Census. All vacant single family units in the 1976 Special <br />Census were assumed to be owner-occupied, while all vacant multi-family <br />units were assumed to be rentals. <br /> <br />It was'assumed that the percentages of vacant housing units in each city <br />except Union City that were classified in each sub-category (owner, renter, <br />standard and sub-standard) were the same at the time of the Postal Vacancy <br />Survey as they were during the 1970 Census. For Union City, the percentages <br />of vacant housing units in each of these sub-categories were assumed to <br />be the same during the Special Census as they were during the 1970 Census. <br /> <br />Total figures for vacantunits do not always equal the sum of the units for <br />sale plus the units for rent because some vacant units are being held for <br />speculative purposes or else serve some other non-residential use. <br /> <br /> <br />
