FOOTNOTES [" TABLE I FOR 1977-78 AI_AMEDA Cf(- ry
URBAN COUNTY HOUSING ASSISTANCE PLAN

1)Occupled hc~using units dat~ in this table for five of the six cities in the
Alameda Co~nty Urban County represent an updating of 1970 Census data
supplied by the Department of Housing and Urban Development. This 1970'
Census data was published in Volume VI, Final Wo[~ing Tables, 1970-Year
Round Housing Units. Data for Emeryville, which was not available in
Volume VI, was obtained from Census Tracts, San Francisco-Oakland SMSA,
PHC-(1)-139.

The updating of total occupied housing stock data for each city, and the
breakdown of this total into owner, renter, sub-standard and standard units,
was calculated by the County HCD Office based on more current census data
supplied by the four cltle, s that have conducted Special Censuses since
1970, and January 1, 1976'building permits data obtained from the Buildings
Departments of all six cities. The percentage increase in the total number
of housing units between April 1, 1970 (for the two cities that did not
conduct a Special Census), or the date of the Special Census (for the four
cities that did conduct a Special Census), and January l, 1976 was applied
to the owner and renter-occupied data from the most recent Census for each
city. Thus, Livermore's increase in housing units between 1974 and
January 1, 1976 was'~pplied to the owner and renter-occupied housing data
from its 1974 Special Census. Newark, Pleasanton and Un ion City's updates
were based on the change between their 1975 Special Census and January l, 1976.
Fo" Albany and Emeryville, which did not conduct a Special Census, the
updates involve the changes between 1970 and 1976. For all six cities, i~
was assumed that the percentage of owner and tenter-occupied units that were
standard or substandard remained constant between 1970 and 1976.

The percentage figures utilized to compute the 1976 estimates are listed
below, with the data from which these percentages were calculated.

Total Housing Units Change: Census Year-1976

1970 1974 1975 l~ 76 Number Percent
Albany 5,918 ........... 6,808 890 15-03
Emeryville 1,192 ........... 2,438 1,246 104.53
Livermore ..... 15,794 ..... 15,931 137 .87
Newark ........... 8,344 8,446 102 1.'22
Pleasanton ........... 9,763 9,932 169 1.73
Union City ........... 9~910 10,135 225 2.27

As a Special Census was conducted in Unincorporated Alameda County in May, 1976
no update was necessary for the owner and renter-occupied data for this juris-
diction. Once again, it was assumed that the percentage of Unincorporated
County owner and renter-occupied units in the sub-standard and standard
categories was the same in 1976 as it was in 1970.
