neighborhood retail center to be located on property <br /> immediately north of the intersection of Tassajara <br /> Road and Santa Rita Road designated as cases Z-76-200 <br /> and UP-76-29 on the basis that the project in question <br /> <br /> will have a substantial effect on the environment. <br /> <br /> Section 2. The City Council determines pursuant to Section 5.4(b) <br /> and Section 5.2 of the City's Environmental i!~pact <br /> Guidelines and Procedures as set forth in Resolution No. <br /> 74-24 that the project in question will have a signifi- <br /> cant effect upon the environment for the follo~qing <br /> reasons: <br /> <br /> !. The project has the potential for having a sub- <br /> <br /> stantial detrimental effect on air quality in the <br /> area in which it is to be located since the ?roposed <br /> project is a convenience market and a gas facility. <br /> <br /> 2. Yhe project has the potential for having a sub- <br /> stantial detrimental effect on ~.mbient noise levels <br /> for adjoining areas since the project is located <br /> near a residential area and caters to increased <br /> automobile traffic as well as necessary truck traf- <br /> fic to serve the market. <br /> <br /> 3. The proposed development will attract pedestrian <br /> <br /> traffic across a highly traveled four lane roadway <br /> and hasthe potential of having a substantial adverse <br /> effect on the pedestrian traffic in the area in <br /> which it is to be located. <br /> <br />Section 3.
