NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />DOES RESOLVE AS FOLLOWS: <br /> <br />Section 1. Denies the appeal from the decision of the City <br /> Manager to require the preparation of an Environmental <br /> impact Report in conjunction with the requested General <br /> Plan Amendment GP-76-6, to change the General Plan <br /> designation for approximately 6~6 acre parcel of land <br /> located between the Pleasanton Recreation and Sports <br /> Park and the Arroyo Mocho just east of Hopyard Road <br /> from "Parks and Recreation to "Medium Density Resi- <br /> dential". <br /> <br />Section 2. The City Council determines, pursuant to Section <br /> 5.4(b) and Section 5.2 of the City's Environmental <br /> Impact Guidelines and Procedures as set forth in <br /> Resolution No. 74-24, that the project in question <br /> will have a significant effect upon the environment <br /> for the following reasons: <br /> t. It will effect the land use element of the General <br /> Plan since the development of the property as Medium <br /> Density Residential would allow approximately 330 po- <br /> tential residence~ which will effect the adopted ulti- <br /> mate holding capacity of 76,000 persons under the General <br /> Plan and the 1986 and 1996 bench mark population goals <br /> based upon the State Department of Finance Projection <br /> II series E/O population growth rates. <br /> <br /> 2. Will have an effect upon the circulation element of <br /> the GeneralPlan as they relate to cross-town traffic <br /> routes and the plan widths of primary service roads. <br /> 3. It effects the housing element of the General Plan <br /> since it will effect the ultimate mix of single family <br /> and residential family units developed Within the com- <br /> munity. <br /> <br /> 4. It will effect the conservation open space element <br /> of the General Plan since it will require additional <br /> recreational facilities and eliminate a potential site <br /> <br /> -2- <br /> <br /> <br />
