WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 76-274 <br /> <br />A RESOLUTION DENYING THE APPEAL OF THOMAS K. <br />MCMANUS FROM A DETERMINATION BY THE CITY MANAGER <br />THAT AN ENVIRONMENTAL IMPACT REPORT IS REQUIRED <br />FOR A GENERAL PLAN CHANGE ON APPROXIMATELY 66 <br />ACRES EAST OF HOPYARD ROAD AND NORTH OF THE <br />PLEASANTON RECREATION AND SPORTS PARK <br /> <br />Thomas K. McManus is the owner of some 66 acres of <br />property located east of Hopyard Road and immedi- <br />ately north of the Pleasanton Recreation and Sports <br />Park; and <br /> <br />Mr. McManus filed a General Plan Amendment applica- <br />tion to change the designation on his property from <br />"Parks and Recreation" to "Medium Density Residential"; <br />and <br />on October 29, 1976 the City Manager signed a "Notice <br />of Intent to Prepare an Environmental Impact Report - <br />Project Designation: GP-76-6"; and <br />the City Manager's Notice of Intent was appealed to <br />the City Council within the time periods provided in <br />the City of Pleasanton Environmental Impact Guidelines <br />and Procedures; and <br />the public hearing on this appeal was continued from <br />the meeting of November 22, 1976 to December 6, 1976 <br />with the consent of the applicant; and <br />at the City Council meeting of December 6, 1976 a <br />public hearing on said appeal was heard by the City <br />Council; and <br />the appellant and all other interested members of the <br />public were afforded an opportunity to speak in favor <br />and against the appeal; and <br />at the conclusion of the public hearing, the City <br />Council deliberated upon the appeal considering the <br />testimony provided by the public as well as the staff <br />report of December 1, 1976 and Exhibits attached there- <br />tO. <br /> <br /> <br />
