WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 76-274 A RESOLUTION DENYING THE APPEAL OF THOMAS K. MCMANUS FROM A DETERMINATION BY THE CITY MANAGER THAT AN ENVIRONMENTAL IMPACT REPORT IS REQUIRED FOR A GENERAL PLAN CHANGE ON APPROXIMATELY 66 ACRES EAST OF HOPYARD ROAD AND NORTH OF THE PLEASANTON RECREATION AND SPORTS PARK Thomas K. McManus is the owner of some 66 acres of property located east of Hopyard Road and immedi- ately north of the Pleasanton Recreation and Sports Park; and Mr. McManus filed a General Plan Amendment applica- tion to change the designation on his property from "Parks and Recreation" to "Medium Density Residential"; and on October 29, 1976 the City Manager signed a "Notice of Intent to Prepare an Environmental Impact Report - Project Designation: GP-76-6"; and the City Manager's Notice of Intent was appealed to the City Council within the time periods provided in the City of Pleasanton Environmental Impact Guidelines and Procedures; and the public hearing on this appeal was continued from the meeting of November 22, 1976 to December 6, 1976 with the consent of the applicant; and at the City Council meeting of December 6, 1976 a public hearing on said appeal was heard by the City Council; and the appellant and all other interested members of the public were afforded an opportunity to speak in favor and against the appeal; and at the conclusion of the public hearing, the City Council deliberated upon the appeal considering the testimony provided by the public as well as the staff report of December 1, 1976 and Exhibits attached there- tO.
