November 8, 1977 ballot a bond measure for a specific <br />project to be selected by the LAVWMAboard of directors <br />by March 31, 1977 since this would allow the LAVWMA <br />board the greatest amount of flexibility in looking at <br />alternative projects prior to making any selection in <br />March of 1977 and also will allow consideration of a <br />reclamation project to be included in the design of <br />the waste water project. <br /> <br />Section 2. Supports the inclusion of a reclamation plan in the <br /> waste project to be determined by the LAVWMA board of <br /> directors which will allow the greatest reuse of treated <br /> effluent in the Livermore-Amador Valley. <br /> <br />Section 3. Supports the inclusion of additional capacity in the <br /> LAVWMA project for industrial/commercial uses in <br /> accordance with task order No. 6 being performed by <br /> CH2M Hill for the Livermore-Amador Valley Water Management <br /> Agency as authorized by said agency at its meeting of <br /> February 2, 1977. <br /> <br />Section 4. Agrees that prior to August 8, 1977, the City Council <br /> will make a determination as to its position on the <br /> alternate pay-as-you-go means of financing the LAVWMA <br /> project; said date will allow the City Council time to <br /> evaluate the proposed project, its environmental effects, <br /> the potential for inclusion of a reclamation plan, the <br /> financial implications for the citizens of the City of <br /> Pleasanton of the pay-as-you-go program and is suffi- <br /> ciently in advance of the September 30, 1977 deadline <br /> for LAVWMA to indicate its position to state and federal <br /> agencies as to the adoption of a pay-as-you-go program <br /> and allow the placement of a bond measure on the November <br /> 8, 1977 ballot. <br /> <br />Section 5. Supports appropriate amendments to the Joint Exercise <br /> of Powers Agreement establishing the Livermore-Amador <br /> Valley Water Management Agency which will allow the <br /> above tasks to proceed. <br /> <br />Section 6.
