A local agency functioning <br /> as a Lead Agency shall consider the significan,t effects, <br /> both individual and cumulative, of all activities involved <br /> in the project. A local agency functioning as a Responsible <br /> Agency shall have responsibility for considering only the <br /> significant effects of those activities, which it is re- <br /> quired by law to carry out or approve that are involved in <br /> a project for which a Lead Agency has prepared an EIR. <br /> <br /> Notice of Exemption. <br /> <br /> (a) When the Director determines that a project is exempt <br /> from the requirements of CEQA because it is an emer- <br /> gency project, a ministerial project or categorically. <br /> exempt, and the City approves or determines to carry <br /> out the project, a Notice of Exemption may be filed. <br /> Such a notice shall include (1) a brief description of <br /> the project, (2) a finding that the project is exempt, <br /> including a citation to the State and City Guidelines <br /> section under which it is found to be exempt, and (3) <br /> a brief statement of reasons to support the finding. <br /> <br /> (b) Whenever City approves an applicant's project, the <br /> City or the applicant may file a Notice of Exemption. <br /> The Notice of Exemption filed by an applicant. shall <br /> contain the information required in subdivision (a) <br /> above, together with a certified document issued by <br /> the City stating that it has found the project to be <br /> exempt. This may be a certified copy of an existing <br /> document or record of the City. <br /> <br />(c) The Notice of Exemption referred to above, shall be <br /> filed with the county clerk of the County of Alameda. <br /> Copies of all such notices will be available for public <br /> inspection. <br /> <br />Sec . <br /> <br />Article 6 <br /> <br />Categorical Exemptions <br /> <br />Categorical Exemptions. The following classes of projects <br />listed in this article do not have a significant effect on <br />the environment and are declared to be categorically exempt <br />from the requirements fcr the Preparation of environmental <br />documents. <br /> <br />Class l: Existing Facilities. Class I consists of the <br />operation, repair, maintenance or minor alteration of <br />mechanical equipment, or topographical features, involving <br />negligible or no expansion of use beyond that previously <br />existing, including but not limited to: <br /> <br />-3o- <br /> <br /> <br />
