In addition, notice shall also be given in accordance with the following procedures: (a) A copy of the Notice of Completion shall be conspicuously posted for a period of ten (10) days in the public portion of the Planning Division of the Department of Community Development. (b) A copy of the Notice shall be mailed to the applicant. (4) (5) 7) (c) A notice of the filing of the Notice of Com- pletion and availability of the draft EIR shall be published in the official newspaper of the City at least once during said ~en (10) day posting period. This publication can be combined with any publication of the project otherwise required by law. The Director shall use the State Clearinghouse to distribute EIRs and other environmental documents to state agencies for revfew and shall use areawide clearinghouses to distribute the documents to re- gional and local agencies. The Director shall make copies of EIRs available to the public by furnishing copies of draft EIRs to the local public library system. The Director should compile listings of other agencies, particularly local agencies, which have Jurisdiction by law and/or special expertise with respect to various projects and project locations. Such listings should be a guide in determining which agencies should be consulted with regard to a particular project. Public hearings conducted on the project shall include an opportunity to comment on the final EIR. If no public hearings are required then an oppor- tunity for pr'~lic comment on the final EIR shall be given by the approving bodyor separate public hearings shall be scheduled for considering said finaS EIR prior to consideration of the project by the approving body.
