Sec . <br /> <br />5.4 <br /> <br />(C) <br /> <br />The project has possible environmental effects which <br />are individually limited but cumulatively,considerable. <br />As used in the subsect!on, "cumulatively considerable" <br />means that the incremental effects of an individual <br />project are considerable when viewed in connection with <br />the effects of past projects, the effects of other <br />current projects, and the effects of probable future <br />projects. <br /> <br />(d) <br /> <br />The environmental effects of a project will cause <br />substantial adverse effects on human beings, either <br />directly or indirectly. <br /> <br />Negative Declaration. A Negative'Declaration shall be pre? <br />pared for a project which could potentially have a signifi- <br />cant effect on the environment, but which the Director <br />finds on the basis of an Initial Study will not have a <br />significant effect on the environment. <br /> <br />(a) <br /> <br />Consultation. Before completing a Negative Declara- <br />tion, the Director shall consult with all responsible <br />agencies pursuant to Section 4.7. <br /> <br />(b) <br /> <br />Contents. <br /> <br />(1) <br /> <br />A Negative Declaration shall include: <br /> <br />A brief description of the project; inclQding <br />a commonly used name for the project if any. <br /> <br />The location of the project and the name of the <br />project proponent. <br /> <br />(C) <br /> <br />(3) A finding that the project will not have a <br /> significant effect on the environment. <br /> <br />(4) <br /> <br />An attached copy of the Initial Study documenting <br />reasons to support the finding. <br /> <br />(5) Mitigation measures, if any, included in the <br /> project to avoid potentially significant effects. <br /> <br />Notice. Notice of the preparation of a Negative <br />Declaration shall be provided to the public no less <br />than l0 days prior to the consideration of the project <br />by the approving body. The Director shall give notice <br />by the following procedures: <br /> <br />(1) <br /> <br />(2) <br /> <br />A copy of the Negative Declaration shall be con- <br />spicuously posted for a period of ten (1) days in <br />the public portion of the Planning Division of the <br />Department of Community Development. <br /> <br />A copy of the Negative Declaration shall be mailed <br />to the applicant with a copy of the staff report. <br /> <br />-22- <br /> <br /> <br />
