Sec . <br /> <br />5.2 <br /> <br />Determining Significant Effect. <br /> <br />(a) <br /> <br />In evaluating the significance of the environmental <br />effect of a project, the Director shall consider both <br />primary and secondary consequences. Primary conse- <br />quences are immediately related to the project (the <br />construction of a new treatment plant may facilitate <br />population growth in a particular area), while secondary <br />consequences are related more to primary consequences <br />than to the project itself (an impact upon the resource <br />base, including land, air, water and energy use of <br />the area in question may result from the population <br />growth). <br /> <br />(b) <br /> <br />Consequences capable of having a Significant effect <br />on the environment which shall be considered by the <br />Director in connection with most projects where they <br />occur, include but are not limited to the following: <br /> <br />(1) Conflict with environmental plans and goals that <br /> have been adopted by the community where the pro- <br /> Ject is to be located. <br /> <br />(2) Substantial, demonstrable negative aesthetic <br /> effect(s). <br /> <br /> (3) Substantially affect a rare or endangered species <br /> of animal or plant or the habitat of the species. <br /> <br />(4) Interfere substantially with the movement of any <br /> resident or migratory fish or wildlife species. <br /> <br />(5) Breach of published national, state, or local stan- <br /> dards relating to solid waste or litter control. <br /> <br />(6) Substantially degrade water quality. <br /> <br />(7) Contaminate a public water supply. <br /> <br />(8) Substantially degrade or deplete ground water <br /> resources. <br /> <br />(9) <br /> <br />Interfere substantially with ground water <br />recharge. <br /> <br />(lo) <br /> <br />Disrupt or alter an archaeological site over <br />200 years old, an historic site or a paleonto- <br />logical site except as part of a scientific <br />study of the site. <br /> <br />(11) Induce substantial growth or concentration of <br /> population. <br /> <br />-20- <br /> <br /> <br />
