The increase in the monthly sewer service charge neces- <br />sary to fund the pay-as-you-go program authorized by Section <br />1, above, shall be implemented at such time as the City <br />Council determines that the primary method of financing of <br />the LAVWMA project, by the use of the Revenue Bond Law of <br />1941, is no longer possible. <br /> <br />3.
