the local share of the 15.62 million gallons <br /> per day project, without submission'of the <br /> proposal to the'electorate of the Agency. <br />(b) The Agency may not, for the purpose of avoid- <br /> <br /> ing the vote of the electorate referred to in <br /> (c) below, incur debts, obligations or liabil- <br /> ities for Capital Expenditures in separate <br /> transactions which combined would exceed the <br /> local share of the 15.62 MGD project set forth <br /> in (a) above. <br /> <br />(c) The Agency may incur additional debtS, liabil- <br /> ities and obligations for Capital Expenditures <br /> in excess of the 15.62 project local share <br /> funding referred to in subparagraph (a) above, <br /> exclusive of subventions and grants, and for <br /> the same purpose of rectifying wastewater dis- <br /> posal problems in the Livermore-Amador Valley, <br /> if said additional debts, liabilities and <br /> obligations have been approved by a majority <br /> of the electorate of the Agency voting on the <br /> measure prior to the incurring,thereof. <br /> <br />(d) The Agency shall not make any modifications <br /> Or additions to the basic project of 15.62 <br /> million gallons per day which would increase, <br /> even without additional capital expenditures, <br /> the ability of the project facilities to dis- <br /> pose of effluent beyond the capacity limitations <br /> described in subparagrap~ (a) above, without <br /> <br /> obtaining prior approval by a majority of the <br /> -6- <br /> <br /> <br />
