1 This Agreement made this 1st day of February ~- 1978 by and <br /> <br />2 between EAST BAY DISCHARGERS AUTHORITY, a Joint Powers Agency, hereinafter <br />5 referred to as "Authority" and LIVERMORE-AMADOR VALLEY ~ATER MANAGEMENT AGENCY~ <br />· a Joint Powers Agency, hereinafter referred to as "Agency": <br />5 WHEREAS, Authority is a Joint Powers Agency comprising the following polit- <br />8 ical subdivisions: City of Hayward, City of San Leandro, Union Sanitary District, <br />7 Oro Loma Sanitary District, Castro Valley Sanitary District) and <br />8 WHEREAS, the Authority has commenced a project which consists of apprOxi- <br />9 mately thirty-one (31) miles of an interceptor-outfall system extending from <br />10 Southern Alameda County to a deep-water bay discharge in the San Francisco Bay. <br />11 Said interceptor and outfall system will receive and discharge treated waste- <br />12 waters from the five(5) political subdivisons consisting of Authority; and <br />15 ,WHEREAS, Agency is a Joint Powers Agency created by the Citiesof Livermore <br />14 and Pleasanton and Dublin San Ramon Services District to dispose of wastewater <br />Z5 in the Livermore-Amador Valley; and <br />18 WHEREAS, Agency proposes to construct an export system for treated effluent <br />17 generated in the Livermore-Amador Valley to meet requirements of the Regional <br />18 Water Quality ContrOl Board, San Francisco Bay Region; and <br />19 WHEREAS, Agency has determined that the most cost effective project by <br />20 which Agency could export its effluent would be by construction of an export <br />21 systemto facilities being constructed by Authority; and <br />22 WHEREAS, Agency desires to discharge wastewater in and through an export <br />23 system to be constructed by Agency generally paralleling Interstate Highway 580 <br />2t which will connect to Authority's interceptor at a point about one mile north <br />25 of the proposed Oro Loma Pump Station for the purpose of disposing of Agency's <br />26 effluent in Authorityts interceptor to the outfall system located in the San <br /> -l- <br /> <br /> <br />
