RESOLUTION NO. 77-263 <br />Page 2. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RE- <br />SOLVE AS FOLLOWS: <br /> <br />Section <br /> <br />1. The City Council reviewed the contents of Resolution <br /> No. 77-66 (Environmental Impact Guidelines and Procedures) <br /> as they pertain to the requirements for Negative Declarations <br /> and Environmental Impact Reports and determines that the pro- <br /> posed rezoning requested in PUD-77-6 would not have a signifi- <br /> cant effect upon the environment to require the preparation <br /> of an Environmental Impact Report since the possible adverse <br /> effects on the environment from the project can and will be <br /> mitigated so that said effects will be insignificant. <br /> <br />Section 2. The mitigation measures which will be undertaken to reduce <br /> the possible adverse effects on the environment by PUD-77-6 <br /> are as follows: <br /> <br />Site Impacts: The visual impact of the project will <br />be mitigated by requiring the project to be built in <br />accordance with the plans submitted to the City Council; <br />requiring sufficient off-street parking to eliminate <br />the location of cars on the street; requiring the <br />screening of all mechanical equipment, whether on the <br />ground or on the structures; requiring the installation <br />of landscaping and maintenance of the same and requir- <br />ing that all utilities be underground. (See Conditions <br />1, 3, 8, 9, 14, 22 and 25) <br /> <br />Traffic: Traffic impacts from this development will <br />be minimized by its location upon, initially, a widely <br />separated two-lane road with access to a major city <br />thoroughfare. The design of the road would be to in- <br />sure efficient movement of traffic with little conges- <br />tion. (See Conditions 17, 21 and 23) <br /> <br />Resource Consumption: The project will be required to <br />meet energy conservation standards of Pacific Gas and <br />Electric and include water conservation devices in all <br />units. (See Conditions 15 and 16) <br /> <br />Noise: In addition to the construction of a portion <br />of the Del Valle Parkway, which will allow an effici- <br />ent movement of traffic, in order to diminish noise <br />impacts from the project, mechanical equipment located <br />on the site will be designed in such a manner as not <br />to be a noise problem. (See Condition 6) <br /> <br />Lighting: Lighting on the project is designed in order <br />to eliminate the possibility of glare on adjoining uses. <br />(See Condition 10) <br /> <br />Vegetation Loss: Although the project will displace <br />natural vegetation, the development will be landscaped <br />as required by the development plans and a recreational <br />easement will be located adjacent to the property in <br />order to allow recreational uses along the Arroyo del <br />Valle, (See Conditions 1 and 18) <br /> <br /> <br />
