WHEREAS, <br /> <br />the City Council of the City of Pleasanton is of the opinion <br />that the construction of a first phase vehicular overcrossing <br />of Interstate Route 680 at West Las Positas Boulevard, in- <br />cluding facilities for pedestrians and bicyclists, is of <br />paramount importance to the health, safety and welfare of <br />the citizens of the City; and <br /> <br />WHEREAS, <br /> <br />to support this opinion the City Council has budgeted some <br />$564,000 in the City's 1977-78 budget toward this project; <br />and <br /> <br />WHEREAS, <br /> <br />the West Las Positas overcrossing of Interstate Route 680 <br />has been included in the preliminary Six-year State Highway <br />Spending Program that has been submitted to the California <br />Highway Commission; and <br /> <br />WHEREAS, said six year program contemplates funding of this project <br /> during F.Y. 1981-82; and <br /> <br />WHEREAS, <br /> <br />the City Council of the City of Pleasanton feels strongly <br />that this project is justified and needed immediately. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RE- <br />SOLVE AS FOLLOWS: <br /> <br />Section 1. <br /> <br /> The California Highway Commission is hereby urged to re- <br />tain the West Las Positas overcrossing of Interstate Route <br />680 project in the 1977 Six-year State Highway Spending <br />Program; and <br /> <br />Section 2. The California Highway Commission is hereby requested to <br /> provide funding for this project in the State's 1980-81 <br /> highway budget; and <br /> <br />Section 3. <br /> <br /> The California Department of Transportation is hereby <br />requested to immediately commence necessary environmental <br />assessment and design of this project. <br /> <br />Section 4 <br /> <br />· The justification for City's requests in Sections 1 through <br />3 above is amply documented by the facts set forth in the <br />Whereases which show an immediate and imperative need for <br />this overcrossing in order to protect and enhance the public <br />health, safety and welfare. <br /> <br />Section 5.
