CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 77-261 <br /> <br />A RESOLUTION REQUESTING CALIFORNIA HIGHWAY COMMISSION TO <br />RETAIN WEST LAS POSITAS OVERCROSSING OF INTERSTATE ROUTE <br />680 ON THE 1977 SIX YEAR STATE HIGHWAY SPENDING PROGRAM <br />AND TO FUND THIS PROJECT IN THE STATE'S 1980-81 HIGHWAY <br />BUDGET. <br /> <br />WHEREAS , <br /> <br />The State of California entered into a freeway agreement <br />with the County of Alameda on October 30, 1964, wherein <br />the State agreed to provide an interchange at West Las <br />Positas Boulevard and Interstate Route 680 "when justified;" <br />and <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton annexed this territory, known as <br />Annexation No. 24, Foothill Annex, effective January 1, <br />1966, and is the successor in interest to Alameda County <br />relative to freeway agreements within this area; and <br /> <br />WHEREAS, <br /> <br />the State of California entered into a freeway agreement <br />with the City of Pleasanton on May 10, 1971, wherein the <br />State agreed to provide an interchange at West Las Positas <br />Boulevard and Interstate Route 680 "when justified;" and <br /> <br />WHEREAS, <br /> <br />the completion of Interstate Route 680 through the City <br />of Pleasanton has created a barrier effectively separating <br />some 1,053 dwelling units and some 3,832 persons, approxi- <br />mately twelve percent of the City's population, from the <br />main part of the City, making it extremely difficult to <br />conveniently participate in the City's cultural activities, <br />organized youth sports events, churches, shopping and other <br />usual city services; and <br /> <br />WHEREAS, <br /> <br />this barrier significantly increases the response time for <br />emergency services such as police, fire, rescue and ambu- <br />lance service; and <br /> <br />WHEREAS, this barrier significantly increases the cost of busing <br /> students to and from schools; and <br /> <br />WHEREAS, <br /> <br />this barrier has resulted in students darting across the <br />six-lane Interstate Route 680 and crossing beneath the <br />freeway in a large drainage culvert thereby exposing them- <br />selves to danger and creating a hazard to motorists <br />traveling Interstate Route 680; and <br /> <br />WHEREAS, <br /> <br />Interstate Route 680 construction through the City of <br />Pleasanton was financed principally with Federal Aid <br />Interstate funds; and <br /> <br />-1- <br /> <br /> <br />
