Resolution No. 77~!29 <br /> Page 2 <br /> <br />and Environmental Impact Reports and determines that neither <br />of the two alternative proposals for expansion to the City <br />of Pleasanton Administrative offices and Civic Center Com- <br />plex would have a significant effect on the environment <br />to require the preparation of an Environmental Impact Report. <br /> <br />Section 2. Although the Initial Study identifies certain impacts <br /> upon diverse environmental factors, the impacts are not <br /> significant and are capable of mitigation, to wit: <br /> <br />The amount of land to be compacted for a new <br />structure is small in size, while the existing <br />Administrative office front area was compacted <br />at the time of the building~s initial con- <br />struction in 1973 in contemplation of the <br />proposed addition. The two story structure <br />limits the size of the area to be covered. <br /> <br />The building will be designed to be well land~ <br />scaped and architiectually compatable with the <br />existing structure so as to provide a visually <br />pleasing impact and absorb some of the antic~ <br />ipated water runoff. <br /> <br />The number of vehicle miles traveled (.vmt) will <br />be reduced by concentration of City facilities <br />at one location. The present dispersement of <br />City offices results in more vehicular usage <br />as City personnel and the public travel between <br />the Administrative offices on Angela. This <br />vehicular usage will be completely eliminated <br />by the consolidation of City functions at one <br />location. <br /> <br />While, in the short run, there may be increased <br />noise due to the existence of the Council Chambers <br />at the Civic Center, the area across from the <br />Civic Center is in a transition from single family <br />residential to commercial uses. The site is <br />near the Central Business District and the noise <br />level from vehicular usage is related to increases <br />of business activity in that area. The Civic <br />Center site is located upon one of the major <br />access streets to Pleasanton, thus any increase <br />in noise is minimal at best. <br /> <br />In constructing the additions to the Civic Center <br />site the City will incorporate energy conservation <br />materials and measures. <br /> <br />Section 3. The City staff is directed to cause a Notice of Determination <br /> to be filed pursuant to Section 5.4(g) of Resolution No. 77-66. ~ <br /> <br /> <br />
