CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 77-314 WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR A GENERAL PLAN AMENDMENT (GP-77-5) the City Council, at its meeting of November 29, 1977, re- ceived a proposed negative declaration for a general plan amendment to change the land use designation of a 3.8 acre parcel of land located along the southwest side of the Southern Pacific Railroad tracks beginning at the inter- section of Santa Rita Road and the Southern Pacific Rail- road tracks (near Suttergate Avenue) and extending about 1500 ft. southeasterly from "Open Space-Public Health and Safety" to "General and Limited Industrial;" and said proposal was based upon an Initial Study done pursuant to the Environmental Impact Guidelines and Procedures adopted by the City Council of the City of Pleasanton by Resolution No. 77-66; and the City Council, at its meeting of November 29, 1977, re- ceived the initial Study and proposed Negative Declaration in a report from the Director of Planning dated, November 18, 1977, regarding the proposed rezoning; and the City Council was advised by the City Attorney of their responsibilities in reviewing the proposed Negative Declara- tion and the determinations required by Section 5.4(e) of Resolution No. 77-66; and each member of the City Council had before them copies of Resolution No. 77-66 at the time of considering the proposed Negative Declaration and Initial Study; and the public was afforded an opportunity to comment on the proposed environmental assessment, which had previously been published in the Pleasanton Times, at the time of the public hearing on the rezoning proposal; and upon receipt of the staff report and public input, the City Council reviewed the provisions of the City's Guidelines and Processing Procedures for the evaluation of projects and the preparation of Environmental Impact Reports as they pertain to requirements for Negative Declarations and Environmental Impact Reports in order to determine if a Negative Declara- tion is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the pro- ject will not have a significant impact upon the environment.
