CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 77-314 <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />A RESOLUTION APPROVING A NEGATIVE DECLARATION FOR <br />A GENERAL PLAN AMENDMENT (GP-77-5) <br /> <br />the City Council, at its meeting of November 29, 1977, re- <br />ceived a proposed negative declaration for a general plan <br />amendment to change the land use designation of a 3.8 acre <br />parcel of land located along the southwest side of the <br />Southern Pacific Railroad tracks beginning at the inter- <br />section of Santa Rita Road and the Southern Pacific Rail- <br />road tracks (near Suttergate Avenue) and extending about <br />1500 ft. southeasterly from "Open Space-Public Health and <br />Safety" to "General and Limited Industrial;" and <br /> <br />said proposal was based upon an Initial Study done pursuant <br />to the Environmental Impact Guidelines and Procedures adopted <br />by the City Council of the City of Pleasanton by Resolution <br />No. 77-66; and <br /> <br />the City Council, at its meeting of November 29, 1977, re- <br />ceived the initial Study and proposed Negative Declaration <br />in a report from the Director of Planning dated, November 18, <br />1977, regarding the proposed rezoning; and <br /> <br />the City Council was advised by the City Attorney of their <br />responsibilities in reviewing the proposed Negative Declara- <br />tion and the determinations required by Section 5.4(e) of <br />Resolution No. 77-66; and <br /> <br />each member of the City Council had before them copies of <br />Resolution No. 77-66 at the time of considering the proposed <br />Negative Declaration and Initial Study; and <br /> <br />the public was afforded an opportunity to comment on the <br />proposed environmental assessment, which had previously been <br />published in the Pleasanton Times, at the time of the public <br />hearing on the rezoning proposal; and <br /> <br />upon receipt of the staff report and public input, the City <br />Council reviewed the provisions of the City's Guidelines and <br />Processing Procedures for the evaluation of projects and the <br />preparation of Environmental Impact Reports as they pertain <br />to requirements for Negative Declarations and Environmental <br />Impact Reports in order to determine if a Negative Declara- <br />tion is appropriate for the project and what mitigation <br />measures, if any, must be undertaken to ensure that the pro- <br />ject will not have a significant impact upon the environment. <br /> <br /> <br />
