CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 77-343 <br /> <br />A RESOLUTION SUPPORTING REMOVAL OF LANE RESTRICTIONS ON <br />INTERSTATE 580 BETWEEN PLEASANTON AND HAYWARD <br /> <br />WHEREAS, <br /> <br />the City Council of the City of Pleasanton has actively <br />supported the widening of 1-580 between Pleasanton and <br />Hayward in order to eliminate the "bottle-neck" which has <br />existed in this area; and <br /> <br />WHEREAS, <br /> <br />after numerous public hearings since December, 1963, the <br />widening of 1-580 between Pleasanton and Hayward to an eight- <br />lane freeway received necessary governmental approvals in <br />early 1975; and <br /> <br />WHEREAS, <br /> <br />subsequent to obtaining said approvals but prior to the receipt <br />of bids on the proposed project the Sierra Club filed suit <br />in the United States District Court, Northern District in <br />Case No. C-75-0729AJZ; and <br /> <br />WHEREAS, <br /> <br />subsequent to said suit negotiations occurred between repre- <br />sentatives of the Sierra Club and representatives of the State, <br />including Governor Edmund G. Brown, Jr.; and <br /> <br />WHEREAS, <br /> <br />as a result of said negotiations a compromise was reached in <br />the aforementioned suit whereby a 10.5 mile portion of 1-580 <br />(would be widened) west of the City of Pleasanton to eight <br />lanes, but only three lanes of traffic would be permitted in <br />each direction and of the six lanes one lane in each direction <br />would be set aside exclusively for public transportation <br />vehicles and car pool users; and <br /> <br />WHEREAS, <br /> <br />the construction on 1-580 between the City of Pleasanton and <br />Palomares Canyon has been completed and recently opened to <br />vehicular traffic as provided in the aforementioned settlement; <br />and <br /> <br />WHEREAS, <br /> <br />the institution of the diamond lane for public transportation <br />vehicles and car pool users has not alleviated the congestion <br />on 1-580 west of the City of Pleasanton to Palomares Canyon; and <br /> <br />WHEREAS, <br /> <br />the City Council of the City of Pleasanton by Resolution <br />NO. 75-232 (A Resolution Requesting Removal of Restrictions <br />On Construction Of 1-580 Between Dublin/Pleasanton and Hayward <br />In Order To Permit Full Use of the Eight-Lane Freeway Under <br />Construction) has previously taken a position in favor of the <br />full use of all eight travel lanes upon completion of 1-580. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE <br />AS FOLLOWS: <br /> <br />Section <br /> <br />1. The City Council determines that full use of the eight lanes <br /> west of the City of Pleasanton would be most beneficial to the <br /> residents of the Livermore/Amador Valley and individuals using <br /> 1-580. <br /> <br /> <br />
