CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA RESOLUTION NO. 77-343 A RESOLUTION SUPPORTING REMOVAL OF LANE RESTRICTIONS ON INTERSTATE 580 BETWEEN PLEASANTON AND HAYWARD WHEREAS, the City Council of the City of Pleasanton has actively supported the widening of 1-580 between Pleasanton and Hayward in order to eliminate the "bottle-neck" which has existed in this area; and WHEREAS, after numerous public hearings since December, 1963, the widening of 1-580 between Pleasanton and Hayward to an eight- lane freeway received necessary governmental approvals in early 1975; and WHEREAS, subsequent to obtaining said approvals but prior to the receipt of bids on the proposed project the Sierra Club filed suit in the United States District Court, Northern District in Case No. C-75-0729AJZ; and WHEREAS, subsequent to said suit negotiations occurred between repre- sentatives of the Sierra Club and representatives of the State, including Governor Edmund G. Brown, Jr.; and WHEREAS, as a result of said negotiations a compromise was reached in the aforementioned suit whereby a 10.5 mile portion of 1-580 (would be widened) west of the City of Pleasanton to eight lanes, but only three lanes of traffic would be permitted in each direction and of the six lanes one lane in each direction would be set aside exclusively for public transportation vehicles and car pool users; and WHEREAS, the construction on 1-580 between the City of Pleasanton and Palomares Canyon has been completed and recently opened to vehicular traffic as provided in the aforementioned settlement; and WHEREAS, the institution of the diamond lane for public transportation vehicles and car pool users has not alleviated the congestion on 1-580 west of the City of Pleasanton to Palomares Canyon; and WHEREAS, the City Council of the City of Pleasanton by Resolution NO. 75-232 (A Resolution Requesting Removal of Restrictions On Construction Of 1-580 Between Dublin/Pleasanton and Hayward In Order To Permit Full Use of the Eight-Lane Freeway Under Construction) has previously taken a position in favor of the full use of all eight travel lanes upon completion of 1-580. NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1. The City Council determines that full use of the eight lanes west of the City of Pleasanton would be most beneficial to the residents of the Livermore/Amador Valley and individuals using 1-580.
