even numbered organizations listed in Section 2, shall <br />initially be limited to 2 years each, to provide for stag- <br />gered terms. <br /> <br />Section <br /> <br />4. Duties; Meetings; Reports. The Commission shall advise the <br /> City CoUncil on matters related to the maintenance, upkeep <br /> scheduling and use of the Veterans' Memorial Building. The <br /> Commission shall meet quarterly to consider those issues put <br /> to it by the City and to raise issues of concern to the <br /> organizations the members represent. In addition special <br /> meetings may be called by the Secretary of the Commission. <br /> Minutes of each Commission meeting shall be submitted to <br /> the City Council and Clerk of Alameda County Board of Super- <br /> visors. <br /> <br />Section 5.
