CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 78-159 <br /> <br />A RESOLUTION ADOPTING SEVERANCE PAY AND CONTINUED <br />HEALTH INSURANCE COVERAGE POLICIES FOR FULL TIME, <br />PERMANENT, OR PROBATIONARY EMPLOYEES LAID OFF AS <br />A RESULT OF THE PASSAGE OF PROPOSITION 13. <br /> <br />WHEREAS, <br /> <br />the City of Pleasanton must reduce service levels to adjust <br />expenditures commensurate with the reduced revenues the <br />City will receive following the passage of Proposition 13; <br />and <br /> <br />WHEREAS, <br /> <br />to effect the required expenditure adjustments <br />in part, the laying off of full time employees <br />and <br /> <br />requires, <br />of the City; <br /> <br />WHEREAS, the duration of lay-offs is uncertain; and <br /> <br />WHEREAS, <br /> <br />the availability of trained employees for recall, if and <br />when funding is restored, would be deminished due to such <br />uncertainty; and <br /> <br />WHEREAS, <br /> <br />the employement opportunities of those employees laid off <br />will be restricted given similar employee reductions by <br />most public agencies within the State; and <br /> <br />WHEREAS, <br /> <br />the morale and efficiency of the City work force will be <br />harmed least if adequate provision for laid off employees <br />is made; and <br /> <br />WHEREAS, <br /> <br />the City Council is desirous of providing financial assist- <br />ance to those employees of the City laid off, in the form <br />of severance pay and continued health insurance benefits; <br />and <br /> <br />WHEREAS, <br /> <br />the City Council finds that a severance pay policy which <br />assists those employees being laid off, protects the morale <br />of the work force as a whole, and maximizes the likelihood <br />that trained employees will be available for recall is in <br />the best interests of the City. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE <br />AS FOLLOWS: <br /> <br />Section 1. Adopts the following severance pay policy: <br /> <br />Eli ibility <br />Ful~ time (permanent or probationary) employees laid <br />off as a result of the passage of Proposition 13 shall <br />be eligible to receive up to a maximum of two months <br />severance pay less normal withholdings. <br /> <br />Severance pay shall be paid bi-weekly. <br /> <br /> <br />
