of Pleasanton are owned by Alameda County and maintained thereby, and they are not generally held open for use of the public for purposes of vehicular traffic, but because of their close- ness to City streets it is in the interest of Alameda County and the public driving on those roads that the Vehicle Code be applied; (3) the parking facilities at the Fairgrounds are generally held open to the public for public park- ing purposes; (4) Alameda County has requested City to enact resolu- tions making the California Vehicle Code applicable to the Alameda County Fairgrounds; (5) Alameda County is the only property owner involved in these private streets and parking lots; (6) Alameda County was given ten days written notice of the hearing to be held on June 13, 1978, regard- ing enforcement of the California Vehicle Code on the Fairgrounds; (7) A public hearing was held on June 13, 1978, to allow for public comment on the proposed application of the Vehicle Code to the Fairgrounds; (8) The above findings are based upon all the evidence before the City Council at its June 13, 1978, meeting. Section 2. Approval is hereby given to make the California Vehicle Code applicable to private streets owned by the County of Alameda in the City of Pleasanton at the Alameda County Fairgrounds whether generally open to the public or not, and making specified sections of the Vehicle Code as set forth in Vehicle Code §21107.8 applicable to the parking facilities at the Alameda County Fairgrounds. Section 3. This resolution shall be effective immediately.
