WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />NOW, <br />AS FOLLOWS: <br /> <br />CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />RESOLUTION NO. 78-155 <br /> <br />A RESOLUTION APPROVING APPLICATION OF CERTAIN PROVISIONS <br />OF THE VEHICLE CODE TO STREETS, ROADS AND PARKING LOTS <br />ON THE PROPERTY OF THE ALAMEDA COUNTY FAIRGROUNDS <br /> <br />prior to 1970, the Pleasanton Police Department enforced <br />certain provisions of the California Vehicle Code as per- <br />mitted by State law on the streets and parking lots of the <br />Alameda County Fairgrounds; and <br /> <br />at the time of the codification of the City's ordinances <br />into the Ordinance Code of the City of Pleasanton in 1970, <br />the provisions relating to such enforcement were omitted <br />unintentionally; and <br /> <br />the Pleasanton Police Department and residents in the area <br />of the Fairgrounds have requested that these enabling sec- <br />tions be reinstated; and <br /> <br />contacts have been made with the Fair Association Board of <br />Directors, the County Administrator and the County Counsel, <br />asking for and receiving their approval of the reinstatement; <br /> <br />a public hearing was held by the City Council on June 13, <br />1978, at which time public input was received relating to <br />the following: <br /> <br />(1) <br /> <br />Application of the provisions of the Vehicle <br />Code to streets and roads on the property of <br />the Alameda County Fairgrounds pursuant to <br />Vehicle Code Sections 21107.5 and 21107.7. <br /> <br />(2) <br /> <br />Application of certain of the provisions of <br />the Vehicle Code to parking lots on the property <br />of the Alameda County Fairgrounds pursuant to <br />Vehicle Code Section 21107.8. <br /> <br />TttEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br /> <br />Section 1. <br /> <br />The <br /> <br />(1) <br /> <br />City Council hereby finds and declares: <br /> <br />There are privately owned and maintained streets <br />bordering City streets on the property of the <br />Alameda County Fairgrounds, including but not limited <br />to, the turnout loop adjacent to Pleasanton Avenue <br />in front of the miniature golf concession at the <br />Fair that are generally held open for the use of <br />the public for the purpose of vehicular travel and <br />which so connect the highways that the public can- <br />not determine such roads are not highways; <br /> <br />and <br /> <br />(2) The remainder of the roads on the property of the <br /> Alameda County Fairgrounds that is within the City <br /> <br /> <br />
