C. ELLIOTT, INC., <br />FOR DEVELOPMENT PLAN APPROVAL OF A COMMERCIAL/RESIDENTIAL <br />PLANNED UNIT DEVELOPMENT ON THE 14-ACRE SITE LOCATED BETWEEN <br />TAWNY DRIVE, PALOMINO DRIVE AND PICO AVENUE <br /> <br />the City Council at its meeting of October 3, 1978, received <br />a proposed negative declaration for case PUD-78-3 the appli- <br />cation of H. C. Elliott, Inc., for development plan approval <br />Of a Commercial/Residential planned unit development on the <br />14-acre site located between Tawny Drive, Palomino Drive and <br />Pico Avenue (hereinafter referred to as the Project); and <br /> <br /> staff has determined that the proposed development plan is <br /> a project for the purposes of the California EnvirorrnentalQualityAct; and <br /> <br /> said proposal was based upon an Initial Study dated August <br />8, 1978, done pursuant to the Environmental Impact Guidelines <br />and Procedures adopted by the City Council of the City of <br />Pleasanton by Resolution No. 77-66; and <br /> <br /> the Planning Commission at its meeting of August 9, 1978, <br /> received the Initial Study and proposed Negative Declaration <br /> in a report from the Director of Community Development dated <br /> August 8, 1978, regarding the aforementioned project; and <br /> <br /> upon receipt of the staff report and public input, the Planning <br /> Commission reviewed the provisions of the City's Guidelines and <br /> Processing Procedures for the evaluation of projects and the <br /> preparation of Environmental Impact Reports as they pertain to <br /> requirements for Negative Declaration and Environmental Impact <br /> Reports in order to determine if a Negative Declaration is <br /> appropriate for the project and what mitigation measures, if <br /> any, must be undertaken to ensure that the project will not <br /> have a significant impact upon the environment; and <br /> <br /> the Planning Commission determined by Planning Coranission <br /> Resolution No. 1664, that the project would not have any <br /> significant effects on the environment to require the prep- <br /> aration of an Environmental Impact Report, since any adverse <br /> effects are capable of being mitigated, and recommended that <br /> the Project be approved subject to conditions set forth in <br /> Resolution No. 1664, attached hereto, as Exhibit A, and in- <br /> corporated herein by reference; and <br /> <br /> the City Council, at its meeting of October 3, 1978, received <br /> and reviewed the Initial Study for the Project dated Augus't 8, <br /> 1978, together with the proposed mitigated Negative Declaration; <br /> and <br /> <br />III <br /> <br /> <br />
