A. PHASE I - PRELIMINARY STUDIES AND REPORT Engineer shall furnish and perform the following services as part of Phase I. Prepare preliminary geometric and conceptual studies for railroad grade separations at the aforesaid South Verona Underpass, Bernal Avenue Under- pass, and the Del Valle Parkway Separation sites only inasmuch as the preliminary engineering requirements for the Murrieta Boulevard Underpass have previously been completed for the City of Livermore. The preliminary layouts shall include possible conflicts with, or required relocations of, underground utilities or surface drainage facilities, and structural plans. For the Del Valle Parkway site only, the conceptual studies shall include alternative preliminary geometric layouts of underpass and overpass separation structures. Consult with Railroads with respect to location of piers and footings on railroad property and/or adjacent to railroad tracks, shooflys, and other design requirements. Evaluate requirements for pedestrian sidewalks and bicycle paths. Present reconmmendations as to the most feasible and economic structure for the conditions at each separation site. Develop preliminary plans for maintaining vehicular and rail traffic dur- ing construction. Consult with the Alameda County Flood Control District with respect to drainage flow requirements, channel clearances, and alignment required for affected drainage channels or drains at any of the separation sites or where new railroad track connections are proposed. Where appropriate, prepare preliminary stage construction plan for initial construction of minimum feasible portion of the ultimate grade separation. Develop total preliminary cost estimates, and a financial analysis showing net costs to be defrsyed from local sources for the Project, giving con- sideration to contributions expected to be received from Railroads and matching funds available under Sections 190 and 2450 st. seq. of the Streets and High_ways Code (Grade Separation Act).. Prepare environmental impact analysis and report for the portion of the project from Sunol to the westerly city limits of Livermore. Assist the City of Livermore as may be required in connection with a negative declaration for portions of the project within the City of Livermore and Murrieta Boulevard Underpass. Prepare report (number of copies to be determined).
