The City Council determines that a Negative Declaration <br /> is appropriate for the proposed General Plan amendment <br /> recommended to the City Council in the Director of Planning's <br /> report of October 4, 1978, since the proposed amendment will <br /> not have a significant adverse effect upon the environment. <br /> <br />Section 3. The Director of Planning is directed to file a Notice of <br /> Determination pursuant to the provisions of §5.4(g) of the <br /> aforementioned guidelines. <br /> <br />Section 4.
