CITY OF PLEASANTON COUNTY OF ALAMEDA STATE OF CALIFORNIA P~SOLUTION NO. 78-264 A RESOLUTION APPROVING A NEGATIVE DECL~IATION FOR A GENERAL PLAN AMEN~NT (2 ACRE PARCEL ON THE SOUTH SIDE OF BLACK AVENUE IMMEDIATELY WESTERLY OF 4444 BLACK AVENUE). WtlEREAS, Mr. Joe Elia had filed a request with the City of Pleasanton to change the General Plan land use designation for a 2 acre parcel of property located on the south side of Black Avenue immediately westerly of the Methodist church at 4444 Black Avenue, from Public and Institutional to Commercial and Offices; and WHEREAS, the Planning Division of the Department of Community Develop- ment made an initial study of the environmental consequences of said request; and WHEREAS, the Director of Planning recommended the preparation of a Negative Declaration; and WHEREAS, the initial study and recommendation of the Director of Planning dated August 29, 1978, were considered by the City Council at its meeting of October 10, 1978; and WHEREAS, the City Council had before it at that time the Environmental Impact Guidelines and Procedures adopted by the City Council on February 28, 1977, by Resolution 77-66; and WHEREAS, the City Attorney advised the City Council of the applicable provisions of the Guidelines which govern the evaluation of projects by the City Council, especially as set forth in §5.4(e); and WHEREAS, the City Council held a public hearing at which time any member of the public was offered the opportunity to address the Council regarding the initial study recommending a Negative Declaration. NOW, THEREFORE, Tt~ CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE AS FOLLOWS: Section 1. The City Council has reviewed the August 29, 1978, initial study and Negative Declaration recommended by the Director of Planning related to GP-78-4, has received public input on the proposed Negative Declaration and has reviewed the provisions of §5.2, 5.3, 5.4 and 5.5 of the Environmental Impact Guidelines and Procedures of the City of Pleasanton adopted by Resolution 77-66 on February 28, 1977, in order to determine if a Negative Declaration or an Environmental Impact Report should be prepared for the proposed General Plan Amendment.
