CITY OF PLEASANTON <br />COUNTY OF ALAMEDA <br />STATE OF CALIFORNIA <br /> <br />P~SOLUTION NO. 78-264 <br /> <br />A RESOLUTION APPROVING A NEGATIVE DECL~IATION FOR A <br />GENERAL PLAN AMEN~NT (2 ACRE PARCEL ON THE SOUTH SIDE <br />OF BLACK AVENUE IMMEDIATELY WESTERLY OF 4444 BLACK AVENUE). <br /> <br />WtlEREAS, <br /> <br />Mr. Joe Elia had filed a request with the City of Pleasanton <br />to change the General Plan land use designation for a <br />2 acre parcel of property located on the south side of <br />Black Avenue immediately westerly of the Methodist church <br />at 4444 Black Avenue, from Public and Institutional to <br />Commercial and Offices; and <br /> <br />WHEREAS, <br /> <br />the Planning Division of the Department of Community Develop- <br />ment made an initial study of the environmental consequences <br />of said request; and <br /> <br />WHEREAS, the Director of Planning recommended the preparation of a <br /> Negative Declaration; and <br /> <br />WHEREAS, <br /> <br />the initial study and recommendation of the Director of <br />Planning dated August 29, 1978, were considered by the City <br />Council at its meeting of October 10, 1978; and <br /> <br />WHEREAS, <br /> <br />the City Council had before it at that time the Environmental <br />Impact Guidelines and Procedures adopted by the City Council <br />on February 28, 1977, by Resolution 77-66; and <br /> <br />WHEREAS, <br /> <br />the City Attorney advised the City Council of the applicable <br />provisions of the Guidelines which govern the evaluation of <br />projects by the City Council, especially as set forth in <br />§5.4(e); and <br /> <br />WHEREAS, <br /> <br />the City Council held a public hearing at which time any <br />member of the public was offered the opportunity to address <br />the Council regarding the initial study recommending a <br />Negative Declaration. <br /> <br />NOW, THEREFORE, Tt~ CITY COUNCIL OF THE CITY OF PLEASANTON DOES RESOLVE <br />AS FOLLOWS: <br /> <br />Section 1. The City Council has reviewed the August 29, 1978, initial <br /> study and Negative Declaration recommended by the Director of <br /> Planning related to GP-78-4, has received public input on <br /> the proposed Negative Declaration and has reviewed the <br /> provisions of §5.2, 5.3, 5.4 and 5.5 of the Environmental <br /> Impact Guidelines and Procedures of the City of Pleasanton <br /> adopted by Resolution 77-66 on February 28, 1977, in order to <br /> determine if a Negative Declaration or an Environmental <br /> Impact Report should be prepared for the proposed General <br /> Plan Amendment. <br /> <br /> <br />
