EXHIBIT 1 RAILROAD TRACK CONSOLIDATION PROJECT PROPOSAL The Railroad Track Consolidation Project shall consist of a con- solidation at the Western Pacific Track alignment with grade separations at Bernal Avenue and Del Valle Parkway. The project shall consist of the following elements, modifications and mitiga- tion measures. 1.~ Underpasses at the Bernal Avenue and Del Valle Parkwa~ grade separations. 2. Del Valle Parkway continued to connect with Main Street. 3. Del Valle Parkway continuation to consist of two traffic lanes, with the underpass constructed with two traffic lanes with a potential expansion to four. 4. Parkway restricted to auto traffic and light truck traffic through vehicle load limit ordinance. 5. Parkway raised median continued through extension. 6. Parkway speed limited to the lowest permitted by state law. 7. Crosswalks to be painted at appropriate parkway intersections for pedestrian use. 8o Parkway to be signed to warn drivers of pedestrian crosswalks. 9. Traffic signal to be installed at parkway and Main Street intersection. 10. Main Street lane configuration to be modified to provide necessary lanes and re-striped. 11. Del Valle Parkway-Main Street traffic light to be phased to work with Stanley-Main traffic light. 12. Any displaced residences or business to be given relocation assistance. 13. City approve, where appropriate, the moving of displaced resi- dential structures to appropriately zoned sites. 14. Construction to be staged to avoid closed traffic lanes during peak hours. 15. Construction to be limited to daytime hours and week days. 16. Construction area to be sprinkled. 17. Haul routes designated and street cleanup required. 18. Contractor's plans 'for disposal or acquisition of earth material to be submitted to City for approval. 19. Underpasses signed to prohibit skateboarding. 20. Install wet-weather pumping facilities for underpasses.
