2.2 <br /> <br />2.3 <br /> <br />2.4 <br /> <br />2.5 <br /> <br />Communication with Employees <br /> <br />Any representative of the International Union shall give <br />notice to the Fire Chief when contacting City employees <br />during the duty period of the employees, provided that <br />solicitation for membership or other internal employee <br />organization business shall be conducted only during the <br />off-duty hours of all employees.concerned. Prearrangement <br />for routine contact may be made by agreement between the <br />Union and the Fire Chief and when made shall continue <br />until revoked. <br /> <br />Bulletin Boards <br /> <br />The City shall provide suitable space for bulletin boards <br />in the fire stations. The Union shall be allowed to use <br />such bulletin boards for communications having to do with <br />official Union business, such as time and place of meetings. <br /> <br />Use of City Buildings <br /> <br />City buildings and other facilities may be made available <br />for use by City employees or the Union or its representatives <br />in accordance with such administrative procedures as may <br />be established by the City Manager or his/her designated <br />representative. <br /> <br />Advance Notice <br /> <br />Except in cases Of emergency as provided below in this <br />subsection, the Union, if affected, shall be given reasonable <br />advance written notice of any ordinance, resolution, rule <br />or regulation relating to matters within the scope of <br />representation proposed to be adopted by the City and <br />shall be given the opportunity to meet with the appropriate <br />management representatives prior to adoption. <br /> <br />Section 3. No Discrimination <br /> <br />There shall be no discrimination because of race, creed, <br />color, ancestry, national origin, sex, age or legitimate <br />employee organization activities against any employee or <br />applicant for employment by the Union or by the City or <br />by anyone employed by the City; and to the extent pro- <br />hibited by applicable state and federal law, there shall <br />be no discrimination because of age. <br /> <br />Section 4. Union Representatives <br /> <br />City employees who are official representatives Of the <br />Union shall be given reasonable time off with pay to attend <br />meetings with management representatives, or to be present <br />at hearings where matters within the scope of represen- <br />tation are being considered. The use of official time <br />for this purpose shall be reasonable and shall not interfere <br />with the performance of City services as determined by <br />t]~ City. Such employee representat~ve~ shall submit <br />written requests for excused absences to the Fire Chief, <br />with an information copy to the Personnel Officer, at least <br />two (2) calendar days prior to the scheduled meeting <br />whenever possible. No more that two (2) employees shall <br />be excused for such purposes. The Union shall submit a <br />list of the officers of the Union with the City Manager <br />and notify the City Manager in writing at such time there <br />are any changes in such Union officers. <br /> <br />-3- <br /> <br /> <br />
