Noise from First Street traffic impact on <br /> learning process. School is not set up with <br /> air conditioning and soundproofing to allow <br /> reduction in interior noise levels. <br />b. Noise survey by State Office of Noise Control <br /> indicates that at least 25% of trucks over <br /> state limit on truck noise of 82 dbA, most <br /> trucks exceed 70 dbA. Probable negative <br /> impacts on users of structure next to roadway <br /> (students, teachers and administrators) and <br /> on learning process inside. <br />c. Due to Proposition 13 reduction in funding, <br /> busing to Pleasanton School may be eliminated, <br /> substantially increasing the number of children <br /> having to cross the route of the gravel trucks. <br /> <br />Traffic Impact on Residents along Route. <br />a. Truck traffic from 4:00 a.m. to midnight, <br /> six (6) days a week, driving by living <br /> rooms and bedrooms of homes adjacent to <br /> route, disturbing daytime uses and sleep <br /> of residents. <br />b. Trucks parking in front of homes, blocking <br /> driveways for 30 to 60 minutes with engines <br /> running. <br />c. Air pollution impacts of dust and diesel <br /> exhaust including soot. <br />d. Negative impact on property values of homes <br /> as compared to similar structures in other <br /> areas. <br /> <br />Effects on the Community. <br />a. Intimidation of all vehicle drivers on the road <br /> by the large gravel hauling vehicles. <br />b. Effect on the livability of the homes along <br /> the route, and the usefulness of the commercial <br /> development on and planned for First Street. <br />c. Overall impact of over a thousand gravel trucks <br /> a day on the family atmosphere and suburban <br /> environment, otherwise available in and <br /> representative of the City of Pleasanton. <br />d. The potential for noise pollution of the magni- <br /> tude to cause neighborhood deterioration. <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br /> <br />
