Item 7a <br />Staff Report <br />PLANNING COMMISSION <br />July ~, 1979 <br /> <br />SUBJECT: Z - 79 -80 <br /> <br /> APPLICANT: Frank Capilla <br /> <br /> PURPOSE: Application for design review approval for <br /> the remodeling of the old post office building <br /> located at 157 Main Street. Zoning for the <br /> property is C-C (Central Commercial) District. <br /> <br />ATTACHMENT: Photograph (to be distributed at the meeting) <br /> <br />Frank Capilla is the new owner of the old post office building on <br />Main Street. Mr. Capilla wishes to remodel the building and use it <br />for offices. Part of the rehabilitation of the building may include <br />the addition of a mezzanine. He has not finaled his thinking with <br />regard to this and, therefore, the parking requirements for the <br />structure are not known at this time. Prior to submitting a detailed <br />site plan showing parking and landscaping, Mr. Capilla would like the <br />remodeling concept which he intends to employ on the building reviewed <br />by your Commission. The reason for this is that he would like to use <br />a rendering of the remodeled building in his efforts to rent space <br />in the structure. The site plan would be submitted for your consi- <br />deration at a later date once the extent of added floor space in the <br />building is known. This case is,being submitted to the entire <br />Planning Commission since the propert9 is part of the C-O (Civic <br />Overlay) District and design matters in this district require <br />Planning Commission and City Council approval. <br /> <br />The applicant intends to add a canopy to the front of the building, <br />change the doors, remove the tile over the windows, add trim and <br />repaint the building. As can be seen from the rendering, just <br />these relatively minor changes would make a great difference in <br />the appearance of the building. What is now an eyesore, would be <br />turned into a relatively attractive structure. <br /> <br />Staff Recommendation: In the staff's opinion, Mr. Capilla's plans <br />for the remodeling of the post office building would be a great <br />improvement to the existing structure and would meet the criteria <br />of the C~O District. We suggest tha~ your Commission recommend <br />to the City Council, approval of the remodeling as proposed <br />keeping in mind that the site plan for the development will be <br />submitted to you at a later date. Approval should be subject to <br />the following conditions: <br /> <br />That the building be remodeled substantially as shown on <br />the rendering, Exhibit A, on file with the Planning Division <br />and that complete elevations of the structure be submitted <br />to the Planning Division for approval prior to issuance of <br />a building permit. <br /> <br />That a site plan and landscape plan be submitted to the <br />Planning Commission and City Council for approval prior <br />to issuance of a building permit. <br /> <br /> <br />
