CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 79-149 A RESOLUTION AMENDING APPENDIX B OF THE RESIDENTIAL ALLOCATION PROGRAM SELECTION CRITERIA "MANDATORY SYSTEM ELEMENTS" ADOPTED BY RESOLUTION NO. 78-52 THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES AS FOLLOWS: Section 1. Appendix B of the Residential Allocation Program Selec- tion Criteria "Mandatory System Elements is hereby amended to read as follows: INCENTIVE SYSTEM ELEMENTS Those residential developments not exempt from the residential allo- cation review process will be reviewed and ranked by total number of "residential allocation program points." The criteria upon which dev- elopment proposals will be judged and the RAP points available under each criteria are listed below. Environmental Concerns (Total points possible 44) 1. Design 0 to 15 points -Extent to which the proposal's design is superior. Note: "Design" includes, but is not limited to, the following: (a) architectural design quality; (b) site design quality, on- and off-site; (c) usable open space; (d) amenities included. 2. Traffic Circulation 0 to 10 points -Extent to which the traffic generated by the proposal would utilize the major thoroughfares planned to carry the traffic and the extent to which these thoroughfares are completed to their design size. Note: Major thoroughfares include the following: Stoneridge Drive, Foothill Road, West Las Positas Boulevard, Bernal Avenue, Hopyard Road, Valley Avenue, Santa Rita Road, Del Valle Parkway, Pico Avenue, Sunol Boulevard, and Division Street-St. Marys Street. The analysis will follow the path of a hypothet- ical driver along the planned routes from the development site to the Central Business District and to the closest planned freeway interchange.
