WHEREAS, <br /> <br />WHEREAS, <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />WHEREAS, <br /> <br />CITY COUNCIL OF THE CITY OF PLEASANTON <br /> <br />ALAMEDA COUNTY, CALIFORNIA <br /> <br />RESOLUTION NO. 79-200 <br /> <br />A RESOLUTION APPROVING A MITIGATED NEGATIVE DECLARATION <br />FOR THE APPLICATION OF CENTEX HOMES TO REZONE A 32 ACRE <br />SITE LOCATED BETWEEN THE PLEASANTON SCHOOL PLAYFIELD AND <br />MIRADOR DRIVE IMMEDIATELY SOUTHERLY OF THE RESIDENCES <br />BORDERING ANGELA STREET. <br /> <br />the City Council, at its meeting of October 23, 1979, received <br />a proposed negative declaration for the application of Centex <br />Homes to rezone a 32 acre site located between the Pleasanton <br />School playfield and Mirador Drive immediately southerly of <br />the residences bordering Angela Street (hereinafter referred <br />to as the Project); and <br /> <br />staff has determined that the proposed rezoning is. a project <br />for the purposes of the California Environmental Quaility Act; and <br /> <br />said proposal was based upon an Initial Study dated September 28, <br />1979, done pursuant to the Environmental Impact Guidelines and <br />Procedures adopted by the City Council of the City of Pleasanton <br />by Resolution No. 77-66; and <br /> <br />the Planning Commission, at its meeting of October 10, 1979, <br />received the Initial Study and proposed Negative Declaration in <br />a report from the Director of Community Development date, July <br />2, 1979, regarding the aforementioned project; and <br /> <br />upon receipt of the staff report and public input, the Planning <br />Commission reviewed the provisions of the City's Guidelines <br />and Processing Procedures for the evaluation of projects and <br />the preparation of Environmental Impact Reports as they pertain <br />to requirements for Negative Declaration and Environmental <br />Impact Reports in order to determine if a Negative Declaration <br />is appropriate for the project and what mitigation measures, <br />if any, must be undertaken to ensure that the project will not <br />have a significant impact upon the environment; and <br /> <br />the Planning Commission determined by Planning Commission Resolu- <br />tion No. 1806, that the project would not have any significant <br />effects on the environment to require the preparation of an Envi- <br />ronmental Impact Report, since any adverse effects are capable <br />of being mitigated, and recommended that the Project be approved <br />subject to conditions set forth in Resolution No. 1806; and <br /> <br />the City Council, at its meeting of October 23, 1979, received <br />and reviewed the Initial Study for the Project dated September <br />28, 1979, together with the proposed mitigated Negative Declara- <br />tion; and <br /> <br />each member of the City Council had a copy of Resolution No. <br />77-66 at the time of considering the proposed Negative Declara- <br />tion and Initial Study; and <br /> <br /> <br />
