WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, WHEREAS, CITY COUNCIL OF THE CITY OF PLEASANTON ALAMEDA COUNTY, CALIFORNIA RESOLUTION NO. 79-200 A RESOLUTION APPROVING A MITIGATED NEGATIVE DECLARATION FOR THE APPLICATION OF CENTEX HOMES TO REZONE A 32 ACRE SITE LOCATED BETWEEN THE PLEASANTON SCHOOL PLAYFIELD AND MIRADOR DRIVE IMMEDIATELY SOUTHERLY OF THE RESIDENCES BORDERING ANGELA STREET. the City Council, at its meeting of October 23, 1979, received a proposed negative declaration for the application of Centex Homes to rezone a 32 acre site located between the Pleasanton School playfield and Mirador Drive immediately southerly of the residences bordering Angela Street (hereinafter referred to as the Project); and staff has determined that the proposed rezoning is. a project for the purposes of the California Environmental Quaility Act; and said proposal was based upon an Initial Study dated September 28, 1979, done pursuant to the Environmental Impact Guidelines and Procedures adopted by the City Council of the City of Pleasanton by Resolution No. 77-66; and the Planning Commission, at its meeting of October 10, 1979, received the Initial Study and proposed Negative Declaration in a report from the Director of Community Development date, July 2, 1979, regarding the aforementioned project; and upon receipt of the staff report and public input, the Planning Commission reviewed the provisions of the City's Guidelines and Processing Procedures for the evaluation of projects and the preparation of Environmental Impact Reports as they pertain to requirements for Negative Declaration and Environmental Impact Reports in order to determine if a Negative Declaration is appropriate for the project and what mitigation measures, if any, must be undertaken to ensure that the project will not have a significant impact upon the environment; and the Planning Commission determined by Planning Commission Resolu- tion No. 1806, that the project would not have any significant effects on the environment to require the preparation of an Envi- ronmental Impact Report, since any adverse effects are capable of being mitigated, and recommended that the Project be approved subject to conditions set forth in Resolution No. 1806; and the City Council, at its meeting of October 23, 1979, received and reviewed the Initial Study for the Project dated September 28, 1979, together with the proposed mitigated Negative Declara- tion; and each member of the City Council had a copy of Resolution No. 77-66 at the time of considering the proposed Negative Declara- tion and Initial Study; and
