Section 1. The City Council determines that the proposed appli- <br /> cation of Pleasanton Surgery Center to rezone a 34,000 <br /> square foot parcel of land located at 4444 Black Avenue <br /> to the rear and side of the Lynnewood Methodist Church <br /> site from the "P" (Public and Institutional) District <br /> to the "O" (Office) District would not have any signi- <br /> ficant adverse effects on the environment and therefore <br /> no Environmental Impact Report shall be prepared. <br /> <br />Section 2. The City staff is directed to cause a Notice of De- <br /> termination to be filed pursuant to Section 5.4(g) of <br /> Resolution No. 77-66. <br /> <br />Section 3.
