pollution and street maintenance; however, conditions <br />of approval for Case PUD-79-13 would reduce those <br />impacts to an insignificant level, as set forth at pages <br />4-8 of the Decemberl2, 1979 staff report to the PlanningCoLm~ssion <br />as set forth in Exhibit B attached hereto and in- <br />corporated herein. There are two significant im- <br />pacts which cannot be mitigated: <br /> <br />(a) traffic increase on Valley Avenue and other <br /> access routes; and <br /> <br />(b) impact on Santa Rita Road and Valley Avenue <br /> intersection of traffic increase. <br /> <br />(4) <br /> <br />The availability of increased local employment is <br />an overriding social and economic consideration <br />which would make infeasible any mitigation measure <br />that would greatly reduce traffic. <br /> <br />Section 2. The City Council directs the staff to prepare a Notice <br /> of Determination and Statement of Overriding Objections. <br /> <br />Section 3. Approves the application of John Caroline to rezone the <br /> 69-acre site located on the south side of Valley Avenue <br /> immediately easterly of the residences along Kolln Street <br /> from the I-P (Industrial Park) District to the PUD-Indus- <br /> trial (Planned Unit Development-Industrial) District. <br /> <br />Section 4.
