~E~AS, <br /> <br />the Environmental Impact Report, public hearing testimony, <br />testimony for the applicant and recommendation of staff <br />and Planning Commission all point out many benefits of the <br />project, primarily the provision of local jobs; <br /> <br />NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF PLEASANTON RESOLVES <br />AS FOLLOWS: <br /> <br />Section <br /> <br />1. City Council certifies'that it has reviewed and considered <br />information in the Environmental Impact Report prior to <br />approving the project. <br /> <br />Section 2o City Councildetermines that the Environmental Impact <br /> Report for the PUD rezoning is directly applicable to the <br /> PUD development plan application and has been completed <br /> in compliance with the California Environmental Quality <br /> Act and state guidelines. <br /> <br />Section 3. City Council finds that the development plan has <br /> incorporated most of the specific mitigation measures <br /> suggested in the Environmental Impact Report to minimize <br /> adverse impacts and has reduced all the remaining impacts <br /> listed in the December 12, 1979 staff report to the <br /> Planning Commission to an insignificant level except for <br /> those listed below. <br /> <br />Section 4. City Council finds that the following impacts found <br /> not mitigated by the development plan design and proposed <br /> controls (and, thus, potentially significant) have been <br /> reduced to an insignificant level by project conditions <br /> which mitigate these impacts: <br /> <br />a) traffic safety at Valley Avenue/"A" Drive. <br /> <br />b) <br /> <br />visual and accoustical screening of uses on the site <br />from surrounding uses. <br /> <br />c) water use on the site. <br /> <br />Section 5. City Council finds that the following impacts found to <br /> be potentially significant are not capable of feasible <br /> mitigation, but that there are overriding social and <br /> economic considerations (specifically, provision of local <br /> jobs) which outweigh these environmental impacts. <br /> <br />~ection 6. This resolution shall become effective immediately upon <br /> its passage and adoption. <br /> <br />THIS RESOLUTION ADOPTED ON FEBRUARY 26, 1980, BY THE FOLLOWING VOTE: <br /> <br />AYES: Councilmembers <br /> Mayor Brandes <br />NOES: None <br />ABSENT: None <br />ABSTAIN: None <br /> <br />Butler, Kephart, Mercer, Wood and <br /> <br />III <br /> <br /> <br />
